Ավագանու նիստի ընթացքում այսօր՝ դեկտեմբերի 25-ին, քաղաքային իշխանությունները խոսելով տրանսպորտի խնդրի լուծումից՝ հայտարարեցին, որ 120, 150 կամ միգուցե 250 մլն դոլար է անհրաժեշտ և այդ գումարը կառավարության աջակցությամբ վարկային միջոցներով կստեղծեն։ Այս մասին ֆեյսբուքյան իր էջում գրել է Դավիթաշեն վարչական շրջանի նախկին ղեկավար Ռուսլան Բաղդասարյանը։

«Նախ ասեմ, եթե քաղաքապետարանը դեռ չգիտի 120 թե 250 մլն է անհրաժեշտ, բա ի՞նչ են քննարկել ու ինչի՞ շուրջ են համաձայնություն ձեռք բերել կառավարության հետ։ Կամ էլ հենց քաղաքապետը չի տիրապետում խնդրին։ 120 մլն-ի և 250մլն-ի մեջ եղած տարբերությանը էական նշանակություն չտալուն ուրիշ կերպ մեկնաբանել չեմ ուզում։

Երկրորդ՝ իսկ ինչի՞ են ուզում պետությունը մտցնել վարկային բեռի տակ, եթե այդ նույն խնդրի լուծմանը կարելի է ներգրավել գումարներ մասնավոր սեկտորից։ Բնավ թող տպավորություն չստեղծվի թե ես դեմ եմ վարկային միջոցներ ներգրավելուն։

Երևանը վարկ կարող էր ներգրավել օրինակ՝ նոր ենթակառուցվածքներ ստեղծելուն, որտեղ իրատեսական չի ներդրողների ներգրավումը։ Խոսքը նոր ճանապարհների կառուցումն է։ Չէ՞ որ այսօր արդեն երևանյան խցանումներն օրհասական են դարձել։

Այնինչ մեր գումարներն ուղղվում են այնպիսի ոլորտներին( աղբահանություն, կանաչապատում, լուսավորություն, տրանսպորտ և այլն), որոնք կարող են ֆինանսավորվել ներդրողների շնորհիվ։

Այս մարդիկ չեն կարողանում հասկանալ մի պարզ աքսիոմա՝ պետությունը վատ բիզնես կառավարիչ է»,-նշել է նա։
