Նիկոլ Փաշինյանին թույլատրվում է այն, ինչ չէր թույլատրվում Սերժ Սարգսյանին
ANALYSISՀեղափոխության օրերին Նիկոլ Փաշինյանի թիվ մեկ խոստումներից մեկը թափանցիկ աշխատելն էր: Բոլորս էլ քաջ հիշում ենք, թե ինչպես էր հեղափոխության առաջնորդը վստահեցնում, որ Նոր Հայաստանում թիվ մեկ որոշում կայացնողը լինելու է ժողովուրդը, իսկ իշխանությունները լինելու են սոսկ այդ որոշումը իրագործողները: Փաշինյանը նաև խոստանում էր, որ որևէ գաղտնիք ժողովրդից չի ունենա և փորձում էր այդպիսով հակադրվել ընդդիմադիր շրջանում իր իսկ կողմից բազմիցս քննադատված Սերժ Սարգսյանի և նրա կուսակցության՝ ՀՀԿ-ի գործելաոճին: Փաշինյանը բազմաթիվ անգամներ ԱԺ ամբիոնից ՀՀԿ-ին մեղադրել է ժողովրդի մեջքի հետևում խաղեր տալու մեջ, ինչպես նաև պնդել է՝ եթե ՀՀԿ-ն թաքցնելու բան ունի, նշանակում է, որ այդտեղ կոռուպցիոն ռիսկ կա, և ինքը՝ Փաշինյանն, այդ գաղտնապահությանը այլ բացատրություն չունի:
Հեղափոխությունից անցել է շուրջ մեկ ու կես տարի, և այսօր Փաշինյանը փորձում է խփել ՀՀԿ ռեկորդը: Բանն այն է, որ պարգևատրումների սկանդալներից հետո իշխանությունները կարծես թե որոշել են փոխել ոչ թե այդ ավանդույթը, այլ՝ օրենքը և պարգևատրումների մասին տեղեկատվությունը դարձնել փակ: Հասկանալի է, որ եթե այսօր խոսքը միլիոնավոր դոլարների հասնող պարգևատրումների մասին է, ապա նման օրենք ընդունելուց հետո կարող է խոսք գնալ արդեն տասնյակ միլիոնների մասին: Սակայն սա միակ դեպքը չէ, երբ իշխանությունները հասարակության հետ բաց շփվելու խոստմանը հակառակ գնացել են կամ ցանկանում են գնալ գաղտնիության ճանապարահով: Մասնավորապես, առաջարկ էր հնչում խոշոր հարկատուների մի մասին ազատել հայտարարագիր ներկայացնելու պարտավորությունից: Իսկ ո՞վ կարող է երաշխավորել, որ այդ դեպքում նույն խոշոր հարկատուների, ասել է թե՝ օլիգարխների հետ չի գործի ստվերային պայմանավորվածությունների մեխանիզմը:
Ավելորդ է նաև նշել Արցախի հարցում Փաշինյանի գաղտնապահությունը, երբ վերջինս հայտարարում էր, որ պատրաստվում է բանակցային գործընթացի մանրամասները սկուտեղի վրա մատուցել հանրությանը, մինչդեռ այն մասին, որ ինչ-ինչ փաստաթղթեր են քննարկվել, կամ ինչ-ինչ բանակցային օրակարգ է ձևավորվել, մենք իմանում ենք համանախագահներից կամ Բաքվից, սակայն երբեք Փաշինյանից: Ստացվում է՝ այն ինչ ժամանակին, ըստ ընդդիմադիր Փաշինյանի, չէր կարելի Սերժ Սարգսյանին, այսօր կարելի է իրեն…
