2020 թ.-ի հունվարի 1-ից ուժի մեջ մտած վարորդական բալային համակարգի առաջնային նպատակը, համաձայնեք, որ պետք է լինի վարորդների երթևեկության նոր մշակույթի ձևավորումը:
Ամենևին նպատակ չունենալով պաշտպանելու «խրոնիկ» կարգազանց և, առհասարակ, ոչ օրինապահ վարորդներին, այնուամենայնիվ, չեմ կարող չնշել, որ վերոնշյալ բալային համակարգը ներդրվել է՝ հաշվի չառնելով բազմաթիվ նրբություններ, ինչպիսիք են.
• քաղաքի ուրբանիստական առանձնահատկությունները (ճանապարհների տրամաչափերը, որոնք հաստատվել են դեռևս խորհրդային տարիներին, երբ մեքենաների քանակը անհամեմատ քիչ էր),
• կանոնավոր ուղևորափոխադրում իրականացնող վարորդների վարման ժամային գրաֆիկի խնդիրները (օրինակ՝ երթուղայինի վարորդը, ով ղեկին է անցկացնում ամսական միջինում 300-350 ժամ, և մեքենան աշխատավայր հասնելու համար զուտ որպես փոխադրամիջոց օգտագործող վարորդը, ով ամսական ղեկին է անցկացնում միջինում 40-50 ժամ, որևէ դեպքում նույնական չեն, և պետք է ունենան տարբեր բալային գրաֆիկներ),
• ճանապարհների ոչ պատշաճ կահավորումը և այլն:
