Էլլա Հովհաննիսյանը ֆեյսբուքյան իր էջում գրում է
Ընդհանրապես մեր համայնքներում մի արատավոր մտածողություն է առկա. Շատ հաճախ տվյալ համայնքի ղեկավարը համոզված է, որ ինքը ոչ թե այդ գյուղի ղեկավարն է, այլ սեփականատերը: Ասել կուզի՝ գյուղն իր քարով, ծառով ու սարով իրեն է պատկանում:
Հիմա տիպիկ նման մի դեպքի ականատեսն ենք Արարատի մարզի Հովտաշատ համայնքում: Տվյալ համայնքի ղեկավար-սեփականատեր Հովիկ Թադևոսյանը անցյալ ամսվա վերջում իր հրոսակախմբին ուղարկել էր՝ գրոհելու ուրիշի սեփականությունը, քանզի դա իր գյուղի տարածքում է: Խոսքը Մուլտի Գրուպի տնօրեն Սեդրակ Առուստամյանին 100 տոկոս բաժնեմասով պատկանող ձկնաբուծարանի մասին է, որից էլ Հովիկի մանր և միջին խուլիգանները փորձել էին գողանալ ձկներին: Ի դեպ, նշյալ խուլիգանները այդ օրը բռնություն էին կիրառել նաև լրագրողի նկատմամբ և վնասել տեխնիկան: Տիպիկ նախկին ռեժիմի ներկայացուցչի պահվածք:
Գուշակեք ի՞նչ պատասխանատվություն կրեցին տվյալ հրոսակախմբի անդամները: Ոչ մի, ոչ մի պատասխանատվություն: Իսկ իրենց իսկ կողմից ներկայացված տեսանյութում, որտեղ բոլորը միաբերան խոստովանեցին, որ համայնքի ղեկավար Հովիկ Թադևոսյանը զբաղվում է ակտիվ ձեռնակատիրությամբ, իրավապահների կողմից ոչ մի արձագանքի չարժանացավ: Երևի համայնքի ղեկավարը հասցրել է լեզու գտնել նոր Հայաստանի նոր պաշտոնյաների հետ:
Անպատժելիությունը ի՞նչ է ծնում: Ճիշտ է, նորանոր հանցագործություններ: Այդ հենց դրա համար էլ վերոնշյալ Հովիկի բանդան երեկ կրկին ներխուժել է ձկնաբուծարանի տարածք՝ խոչընդոտելով վերջինիս գործունեությունը:
2010 թվականին՝ 10 տարի առաջ, էս նույն Հովիկ Թադևոսյանը դիմել է Սեդրակ Առուստամյանին՝ այդ ձկնաբուծարաններում ներդրումներ կատարելու և այն զարգացնելու համար: Վերջինս 5 մլն եվրոյի ներդրում է կատարել՝ ձեռք բերելով 33% բաժնեմաս: Երբ 2016-ին Առուստամյանը աուդիտ է պատվիրել տվյալ ձկնաբուծարանում, պարզվել է, որ Հովիկը 500 մլն դրամի պարտք է կուտակել, որի դիմաց էլ ձկնաբուծարանի մնացած բաժնետոմսերը և մեկ այլ ձկնաբուծարանի ևս 34 % բաժնեմասերը փոխանցել է Սեդրակ Առուստամյանին:
Իսկ թե ինչու՞ է Հովտաշատի փոքրիկ իշխան Հովիկ Թադևոսյանը շահարկում Գագիկ Ծառուկյանի անունը, ինչի՞ է ուզում հասած լինել՝ վերջինիս բարի համբավի կողքին իր չստացված բանսարկությունները դրսևորելով, ի սկզբանե դատապարտված այս կրկեսի բուն նպատակը մնում է դեռևս անհայտ:
Ձկնաբուծարանի սեփականատերը՝ Սեդրակ Առուստամյանը, ով ունի բոլոր փաստաթղթերը, որոնք ապացուցում են, որ միակ բաժնետերը ինքն է, թերևս այս անգամ արդեն ինքը դիմի համապատասխան միջոցների՝ պաշտպանելու իր ունեցվածքը: Առավել ևս, որ դրա համար ունի բոլոր հիմքերն ու հիմնավորումները: Իսկ Հովիկ Թադևոսյանին մեկ խորհուրդ՝ չի՛ կարելի համայնքապետի պաշտոնում զբաղվել ձեռնարկատիրությամբ և հպարտորեն տեսանյութ տարածել այդ մասին:
Ի դեպ, ինչպես ասում են՝ գողն ամենաբարձրն է բղավում բռնեք գողին: Անօրինություններից մեծ-մեծ ճոռոմախոսելու փոխարեն, Հովիկ Թադևոսյանը թող հիշի, թե ինչպես է իր որդին ապօրինի ճանապարհներով ճողոպրել բանակից:
