Այսօր, մի հետաքրքիր նյութ զարնեց աչքիս՝ ՀՀ նախագահ Արմեն Սարգսյանը հանդիպել է «ROTANA HOTEL MANAGEMENT CORPORATION»-ի նախագահ Նասսեր Ալ Նովեյսի հետ և քննարկել տվյալ ոլորտում համագործակցության եզրերը:
Ի հեճուկս ոմանց չարդարացված լավատեսությանը, պետք է արձանագրեենք, որ Հայաստանում, պետական մակարդակով, դեռևս չկա ձևավորված ներդրողների հետ աշխատելու տարրական կուլտուրա և ռազմավարություն: Ամենավառ օրինակը քաղաքապետարանում ԱՄԷ-ից ժամանած ներդրողների և քաղաքապետ-գլխավոր ճարտարապետ «պռավալ» տված բանակցություններն էին, երբ ինչ-որ անիմաստ դետալների վրա ֆիքսվելով Երևան քաղաքը զրկվեց 2 միլիարդ դոլար ներդրումից:
Ցանկալի ներդրումների մասին խոսելը թերևս մեր իրականության ամենաակտուալ և ամենամտահոգիչ թեմաներից է և նախագահ Սարգսյանի հանդիպումը կարող էր նաև այդ լույսի ներքո ներկայացվեր, սակայն այստեղ կա մեկ շատ կարևոր հանգամանք, որը խամրեցնում է հանդիպման բուն էությունն ու նշանակությունը: Հիմա ավելի մանրմասն.
Դիվանագիտական նյուանսները մի կողմ դնելով, ավելի պարզ ասած, նախագահ Սարգսյանը խնդրել է, որպեսզի Նասսեր Ալ Նովեյսին ներդրումներ կատարի Հայաստանում: Հիմա գրառման կուլմինացիոն պահն է. Նովեյսին, դա նույն ներդրողն է, որը Գագիկ Ծառուկյանի միջամտությամբ գնացել էր քաղաքապետարան՝ քննարկելու հյուրանոցի կառուցման մանրամասները, այ թե ով է Նովեյսին: Հասկանալի է չէ՞, թե ինչ ինկատի ունեմ հանդիպման էությունը խամրեցնել ասելով:
Հիմա ի՞նչ է ստացվում, Ծառուկյանն իր անձնական հեղինակության ու կապերի շնորհիվ Հայաստան էր բերել պոտենցիալ ներդրողների, որոնց հետ չկարողացան ճիշտ աշխատել, իսկ հիմա երկրի նախագահը գնում խնդրում է, որպեսզի նույն ներդրողը գա Հայաստան: Լավ սա ինչպե՞ս հասկանանք, մի քիչ կոպիտ բնութագրություն տամ, Ծառուկյանը ներդրողներին սկուտեղի վրա մատուցել էր, չկարողացաք ընդհանուր հայտարարի գալ, դեռ ավելին, ծաղրեցիք նրանց, հիմա էլ նախագահն է խնդրում, որ Ալ Նովեյսին ներդրումներ անի՞: Դե հիմա անիմաստ տեղը ցինիկացեք, ինչ-որ թագաժառանգ-թագաժառանգի ներկայացուցիչ բառախաղերից կախվեք, հուսով եմ գոնե հիմա կատարվածի ամբողջ լրջությունն ու դրանից բխող բոլոր վատ հետևանքները կգիտակցեք: Ուղղակի ամոթալի էր, երբ նման ներդրողի մասին խոսելիս, երկրի իշխանության ամենավերին մակարդակներում ինչ-որ ջինսերի կամ հեռախոսազանգերի վերաբերյալ անլուրջ արդարացումներն էին հնչեցվում:
Գագիկ Ծառուկյանը ճիշտ էր, մեր երկրում ներդրողների հետ աշխատելու տարրական կուլտուրա չկա ձևավորված, դա լուրջ մտահոգությունների առիթ է անշուշտ:
