Սահմանին գազի գինը 2020-ին չի փոխվի. սպառողի համար սակագնի փոփոխություն նախատեսված չէ մինչև ապրիլ

Սահմանին Ռուսաստանից գնվող գազի գինը ողջ 2020 թվականի համար չի բարձրանա: Պայմանավորվածություն կա, որ մինչև ապրիլի 1-ը սպառողի համար սակագնի ոչ միայն փոփոխություն չի լինի, այլ նաև «Գազպրոմ Արմենիա»-ն հայտ չի ներկայացնի Հանրային ծառայությունները կարգավորող հանձնաժողովին: Լրագրողների հետ զրույցում այս մասին վստահեցրեց ՀՀ փոխվարչապետ Մհեր Գրիգորյանը՝ չբացառելով ապրիլի 1-ից հետո հայտ ներկայացնելու, սակագնի փոփոխության հնարավորությունը:

 

«Գազի գինը սահմանին բարձրացվեց 2019-ի հունվարի 1-ից: Այս տարվա հունվարի 1-ից սահմանին գազի գինը չի թանկանա, և չի թանկանա ողջ 2020 թվականի համար: Դա պայմանավորված հարց է, որին կարող ենք այլևս անդրադարձ չկատարել: Պայմանավորվածություն կա նաև, որ մինչև ապրիլի 1-ը սակագնի ոչ միայն փոփոխություն տեղի չի ունենա, այլ նաև հայտ չի ներկայացվի, որովհետև հիմա ընթանում են քննարկումներ, որոնք դեռ ամփոփված չեն: Այս պահին հայտ ներկայացնելու որևէ պատճառ ես չեմ տեսնում: Չի կարելի բացառել, որ ապրիլի 1-ից հետո հայտ կներկայացվի»,-ասաց Գրիգորյանը:

 

Նա հիշեցրեց, որ գազի սակագնի ձևավորման բաղադրիչների մեջ հիմնական են գինը սահմանին, որն այս տարվա համար առնվազն քննարկման հարց չէ, ընթացիկ ծախսերը, որոնց շատ հեշտ է արագ գնահատական տալ, և կա նաև ներդրումային ծրագրի հարց: Փոխվարչապետը նշեց՝ կա պնդում, որ ՀՀ տարածքում անվտանգ, անխափան և արդյունավետ գազի մատակարարում կազմակերպելու և իրականացնելու համար անհրաժեշտ են ներդրումներ: «Այդ ներդրումների թեման բավականին քննարկվող և քննարկվելիք է: Եվ հնարավոր է, որ դրա հետ կապված «Գազպրոմ Արմենիա»-ն նոր ասելիքներ ունենա: Եվ ըստ այդմ այդ հարցը բաց ու թափանցիկ կքննարկվի, եթե նման հարց առաջանա»,-ասաց Գրիգորյանն ու հավելեց՝ ընթանում են քննարկումներ՝ այդ թվում ներդրումային ծրագրերի հետ կապված:

 

 

 

Հարցին, եթե այնուամենայնիվ սակագնի բարձրացում լինի, պետությունը պլանավորում է արդյոք փոխհատուցում անել բնակչությանը՝ Գրիգորյանը նշեց՝ եթե տեսնեն, որ հայտ է ներկայացվել, կա հիմնավորվածություն, ծախսերի անհրաժեշտություն, բնականաբար կառավարությունն իր որոշումը կհայտնի: Նա, ըստ էության, այդ հնարավորությունը չբացառեց:

 

Անդրադառնալով ռուսական կողմի հետ գազի գնի համար երկարաժամկետ պայմանագիր կնքելու հնարավորությանը՝ նա նշեց՝ այդ մասին խոսք գնացել է, գնում է և իր կարծիքով այդ հարցը կքննարկեն: «Բայց մի խնդիր կա, որը բավականին լուրջ նշանակություն ունի նման որոշումներ կայացնելիս: Երբ խոսքը սկսում է վերաբերել երկարատև պայմանավորվածություններին, կողմը միշտ առաջարկ է ներկայացնում գնագոյացման մեջ դնել բանաձև: Մի կողմից բանաձևային գնագոյացումը հնարավորություն է տալիս օգտվել գազի ինքնարժեքի կամ բորսայական գների տատանումներից, մյուս կողմից կա անկանխատեսելիության խնդիր: Հարց է, որի շուրջ մենք մտածում ենք, քննարկումներ եղել են և կլինեն»,-ասաց Գրիգորյաննն ու կարծիք հայտնեց, որ փորձագիտական մակարդակով այդ հարցը նորից ու նորից քննարկելու է:

 

 

 

 

 

Անդրադառնալով այլընտրանքային տարբերականերին՝ Մհեր Գրիգորյանը նկատեց, որ գազի գնի հարցը մեկանգամյա քննարկման հարց չէ, միշտ էլ քննարկում են բազմակողմ ձևաչափերով. «Դա վերաբերում է թե Իրանին է, թե ցանկացած այլ հնարավոր տարբերակի»:
