Ներառականության «միֆը». ի՞նչ 9 միլիարդի մասին է խոսքը. «Փաստ»
POLITICS«Փաստ» թերթը գրում է․
Նախօրեին իր հերթական ֆեյսբուքյան «լայվի» ժամանակ վարչապետ Նիկոլ Փաշինյանը, խոսելով Երևանում Ամանորի տոնակատարությունների համար տրամադրված 271 միլիոն դրամի մասին, նշել է, որ 2019 թ. դեկտեմբերի 26-ից 2020թ. հունվարի 6-ն ընկած ժամանակահատվածում ՀՀ-ում, ի տարբերություն 20182019 թթ., 9 միլիարդ 307 միլիոն դրամի հավելյալ շրջանառություն է կատարվել։
«Փաստ» թերթի հետ զրույցում մասնագետները տեսակետ են հայտնել, որ կառավարության քաղաքականության մեջ հստակ չեն նշմարվում և հստակեցվում, թե որտեղ են ներառական զարգացման առաջնահերթությունները, և ընդհանրապես, լուծում չի տրվում սոցիալական խնդիրներին։
Ըստ էության, ունենք այնպիսի մի վիճակ, երբ վարչապետն ընդամենը մեջբերում է շրջանառության աճը 9 մլրդ դրամով ավելացնելու մասին տեղեկատվությունը. իհարկե, սա անհրաժեշտ պայման է և կարևոր, բայց ոչ բավարար, որովհետև այս հայտարարությանը զուգահեռ հարց է առաջանում, թե այդ 9 մլրդ դրամը հատկապես որ ոլորտներում է ծախսվել:
Ըստ մասնագետների, Փաշինյանի նշած 9 մլրդ դրամը գերազանցապես գրանցվել է հյուրանոցների և ռեստորանային ծառայությունների ոլորտում, ինչն իր հերիթին նշանակում է, որ վարչապետի նշած մի քանի ոլորտներում աճ գրանցելու մասին հայտարարությունը, մեղմ ասած, չափազանցված է, իսկ ավելի գիտական ձևակերպմամբ՝ շրջանառության ներառականությունը չի ապահովվել։ Իր խոսքում Փաշինյանը չի ֆիքսում, օրինակ, թե իր նշած 9 մլդ-ից որքան է բաժին ընկել փոքր բիզնեսին, կամ, ասենք, խոշորին, և տնտեսության հիմնական ճյուղերից քանիսում են գրանցվել ավելացումները։
Եվ այս տրամաբանությամբ էլ Փաշինյանը հայտարարում է, թե այս տարեվերջին կրկնակի ծախս են անելու...
