Մարտի 1-ի ողբերգությունը չպետք է սահմանափակվի մեկ քրեական գործի շրջանակներում: Այս մասին իր հոդվածում գրել է «Այլընտրանքային նախագծեր խմբի» անդամ Էլինար Վարդանյանը:
Նա, մասնավորապես, նշել է. «ՀՀ-ում ԱՄՆ դեսպանատունն, ի պատասխան Վիկիլիքսի գաղտնազերծված փաստաթղթերի վերաբերյալ հարցման, նշել է, որ ըստ իրենց քաղաքականության՝ մեկնաբանություններ չեն տալիս գաղտնի տեղեկություններ պարունակող փաստաթղթերի վերաբերյալ եւ խստիվ դատապարտում են անհատների կամ կազմակերպությունների կողմից գաղտնի տեղեկությունների միտումնավոր ու չթույլատրված հրապարակումը, որը կարող է ռիսկեր ստեղծել մարդկանց կյանքի համար եւ վտանգել իրենց ազգային անվտանգությունը։
Փաստորեն, ոչ հաստատելով, ոչ էլ հերքելով վիկիլիքսյան գաղտնազերծված տեղեկատվությունը, ԱՄՆ դեսպանատունը ներկայացնում է դիրքորոշում, որը լիովին հասկանալի եւ ընդունելի է։ Մենք կիսում ենք դեսպանատան մոտեցումը, որ շուրջ 12 տարի առաջ Վիկիլիքսի կողմից պետական եւ գաղտնի փաստաթղթերի հրապարակումը անթույլատրելի էր, քանի որ այն վտանգում է մարդու կյանքը եւ ազգային անվտանգությունը։
Մենք էլ ենք կարծում, որ ՀՔԾ պետը 2018թ. օգոստոսի 3-ին հանրային հեռուստաընկերությամբ եթերի ժամանակ, որպես Արմեն Գեւորգյանի նկատմամբ հարուցված քրեական գործի հիմք Վիկիլիքսի տվյալները ներկայացնելիս, պետք է առաջնորդվեր նույն սկզբունքով։ Առավել եւս որ հարուցվող քրեական գործի պարագայում լրացել էին վաղեմության ժամկետները։ Երեւի հիշում եք նաեւ, թե ինչպիսի ջանասիրությամբ էր այդ լուրը ազդարարվում հանրայինի եթերում։
Անթույլատրելի է Վիկիլիքսի տվյալները քրեական գործի հիմքում դնելու հանգամանքը։ Գաղտազերծված տվյալները կարող էին դառնալ քննարկման առարկա բացահայտված խնդիրները վերհանելու եւ հետագայում նմանատիպ զարգացումները կանխելու, ճիշտ հետեւություններ անելու, բայց ոչ երբեք մարդու դեմ օգտագործելու, նրա իրավունքները այդկերպ ոտնահարելու համար։
Լիովին հասկանալի է ԱՄՆ դիրքորոշումն իրենց պետության անվտանգության առումով։ Նույնը մեզ է վերաբերում։ Մենք Վիկիլիքսի միջոցով ենք իմանում, որ մինչեւ մարտի մեկի ողբերգությունը, մենք ունեինք բացառիկ հնարավորություն խուսափել բախումներից, որ ամերիկյան կողմը շատ օպերատիվ ստանձնել է միջնորդական առաքելություն, իսկ Քոչարյանը դրսեւորել է վճռականություն՝ ամեն կերպ խուսափել բախումներից, երաշխավորել է թույլ տալ անցկացնել ցանկացած այլ հանրահավաք, գտնել իրավիճակի հանդարտ լուծումներ, եւ որն ըստ էության կասկածի տակ է դնում սահմանադրական կարգի տապալման մեղադրանքը։
Մեր երկրի ազգային անվտանգությունը պահանջում է մարտի 1-ի ողբերգությունը չսահմանափակել մեկ քրեական գործի շրջանակներում, այսպես մենք բաց ենք թողնում ավելի լուրջ խնդիրներ։ Վիկիլիքսի հրապարակումներում գաղտնազերծվող տեղեկատվությունը, որպես երրորդ կողմ, որպես երրորդ հայացք, մարտի 1-ը ծնող ավելի խորքային պատճառներ է բացահայտում, որը վստահաբար այս քրեական գործի շրջանակներից դուրս է։ Մեր ազգային անվտանգությունն է պահանջում գտնել դրանց դիմակայելու երաշխիքները, դրանով իսկ կանխել երբեւէ կրկնվելու հնարավորությունը։
