ՀՀ քննչական կոմիտեի նախագահ Հայկ Գրիգորյանի նախաձեռնությամբ՝ Կոմիտեում տեղի է ունեցել աշխատանքային քննարկում՝ Երեւան քաղաքում գործող խոշոր առեւտրի կենտրոններում գործունեություն ծավալող ընկերություններից կատարված գողությունների դեպքերի քննությունն առավել արդյունավետ կազմակերպելու, նախականխելու թեմայով:
ՀՀ Քննչական կոմիտեից NEWS.am-ին հայտնում են, որ հանդիպմանը մասնակցել են ՀՀ ոստիկանության, ՀՀ ազգային անվտանգության ծառայության, ՀՀ գլխավոր դատախազության, Մարդու իրավունքների պաշտպանի աշխատակազմից պաշտոնատար անձինք: Ներկա են եղել նաեւ ՀՀ Ազգային ժողովի «Լուսավոր Հայաստան» խմբակցության պատգամավոր Հարություն Բաբայանը եւ «Դալմա Գարդեն Մոլ» եւ «Երեւան Մոլ» առեւտրի կենտրոններում գործունեություն ծավալող մի շարք ընկերությունների ներկայացուցիչներ:
ՀՀ ՔԿ նախագահի հանձնարարությամբ կատարված ուսումնասիրությունների եւ առեւտրի կենտրոններ կատարված այցելությունների արդյունքում պարզվել է, որ, որպես կանոն, հանցագործները բռնվել են հանցագործության առարկաներին փակցված ահազանգման սարքերի միանալու դեպքում, երբ անվտանգության աշխատակիցներն ահազանգի կապակցությամբ մոտեցել են հանցագործին, եւ դեպքն արձանագրվել է կահավորված տեսահսկող սարքերի օգնությամբ, եւ ընդամենը 7 դեպքում է, որ անվտանգության աշխատակիցն է նկատել հափշտակություն կատարելու պահը եւ բռնել հանցագործին:
Երկու առեւտրի կենտրոններում հափշտակություն կատարած եւ պատասխանատվության ենթարկված անձանցից 11-ի նկատմամբ խափանման միջոց է կիրառվել կալանավորումը, իսկ մնացած 348-ի նկատմամբ՝ անազատության հետ չկապված խափանման միջոցներ, այսինքն՝ 96,9 %-ի դեպքում կալանավորում չի կիրառվել:
Հափշտակություն կատարած 359 անձանցից 71-ը մարզերի, իսկ 288-ը՝ Երեւանի տարբեր վարչական շրջանների ոստիկանության համապատասխան ստորաբաժանումերի կողմից սպասարկվող վարչական միավորների բնակիչներ են:
Առեւտրի կենտրոններում կատարված հափշտակությունների հետեւանքով տնտեսվարողներին պատճառվել է 22.600.000 դրամի գույքային վնաս, որից վերականգնվել է 15.500.000 դրամը:
Վնասի վերականգնման նպատակով մեղադրյալների գույքի վրա հիմնականում կալանք չի դրվել՝ այդպիսիք չլինելու պատճառով:
Հանդիպման ընթացքում որոշվեց, որ ոստիկանությունն ուսումնասիրություն իրականացնի, թե որքան ուժեր են անհրաժեշտ կենտրոնացնել առեւտրի կենտրոններում՝ այնտեղ գողության դեպքերը կանխելու նպատակով: Իսկ մյուս գերատեսչությունները, առկա խնդիրները կարգավորելու նպատակով, իրենց առաջարկները Կոմիտե կներկայացնեն մեկ շաբաթվա ընթացքում:
Հիշեցնենք, որ ավելի վաղ «Դալմա Ինվեստ» եւ «Երեւան մոլ» ՍՊ ընկերությունների ներկայացուցիչների, ինչպես նաեւ՝ նշված ընկերություններին պատկանող «Երեւան» եւ «Դալմա» մոլ առեւտրի կենտրոններում գործող մի շարք տնտեսվարող եւ անվտանգությունն ապահովող ընկերությունների ներկայացուցիչներ Քննչական կոմիտեի նախագահ Հայկ Գրիգորյանին հասցեագրված դիմումով խնդրել էին ձեռնարկել անհրաժեշտ միջոցառումներ՝ ընկերություններից հափշտակություն կատարած կրկնահանցագործների նկատմամբ առավել խիստ դատավարական ներգործության միջոցներ կիրառելու համար:
Քննչական կոմիտե նույնաբովանդակ նամակ է ուղարկել նաեւ Ազգային ժողովի «Լուսավոր Հայաստան» խմբակցության պատգամավոր Հարություն Բաբայանը:
