ԱԺ-ն առաջին ընթերցմամբ միաձայն ընդունեց աշխատող ուսանողների ուսման վարձը եկամտահարկով փոխհատուցելու նախագիծը

ԱԺ-ն առաջին ընթերցմամբ միաձայն՝ 116 կողմ քվեով, ընդունեց «Իմ քայլը» խմբակցության ղեկավար Լիլիթ Մակունցի եւ պատգամավոր Սիսակ Գաբրիելյանի հեղինակած նախագիծը, որով առաջարկվում է մագիստրատուրայում, ասպիրանտուրայում եւ օրդինատուրայում մի շարք մասնագիտություններով սովորող եւ միաժամանակ աշխատող անձանց եկամտային հարկը վերադարձնել ուսման վարձի փոխհատուցման նպատակով:

«Հայաստանի Հանրապետության հարկային օրենսգրքում լրացումներ կատարելու մասին» օրենքի նախագիծը ներկայացնելիս Սիսակ Գաբրիելյանը նշեց, որ ինչպես կառավարության ծրագրով, այնպես էլ «Իմ քայլը» դաշինքի նախընտրական ծրագրով խրախուսում են աղքատության հաղթահարումը, հատկապես կրթության եւ աշխատանքի միջոցով: Պատգամավորն ընդգծեց, որ հենց այս երկու գաղափարներն էլ ներառված են նախագծում․

 
«Այն ուսանողները, որոնք կառավարության սահմանված մասնագիտությունների ցանկով սովորելուն զուգահեռ կաշխատեն, ուսումնական տարվա ավարտից հետո պետությունն ուսման վարձը կփոխհատուցի եկամտային հարկի վերադարձի տեսքով, եթե եկամտային հարկը կբավարարի ուսման վարձի չափով՝ ոչ ավելի, քան ուսման վարձը»,- ասաց Գաբրիելյանը:

Նա բացատրեց, որ սկզբնական փուլում նախատեսում են կարգավորումը կիրառել միայն մագիստրատուրայի, ասպիրանտուրայի, օրդինատուրայի համար, քանի որ ուսանողներն այդ շրջանում դասաժամերի առումով պակաս ծանրաբեռնված են լինում։

Կառավարությունն է որոշելու, թե որ մասնագիտություններին է վերաբերելու նախագիծը։
