Նա, մասնավորապես գրել է.

«Փաստ համար 3․ 2020թ. պետական բյուջեով նախատեսված կապիտալ ծախսերը 2017 թվականի փաստացի ցուցանիշի նկատմամբ աճել են 21%-ով, 2018-ի փաստացի ցուցանիշի նկատմամբ՝ 90%-ով, 2019-ի բյուջեի համեմատ ավելի քան 30%-ով:

2020 թվականի պետական բյուջեի նախագծով պլանավորվել է կապիտալ ծախսերի շուրջ 102 մլրդ դրամ ավելացում՝ հասցնելով ՀՆԱ-ի 4.1% մակարդակի՝ 2018 թվականի 2.5-ի և 2019-ի 3.3-ի փոխարեն:

2020 թվականին ընդհանուր առմամբ նախատեսված է 287.7 միլիարդ դրամի կապիտալ ծախս: 2020-ին Հայաստանի պատմության մեջ առաջին անգամ կառավարությունը չի նախատեսում վերցնել բյուջետային աջակցության վարկեր:

Արտաքին աղբյուրներից ներգրավվելու են բացառապես այնպիսի վարկեր, որոնք օգտագործվելու են կոնկրետ նպատակային ծրագրերի համար, և դրանք քննարկվելու և վավերացվելու են Ազգային ժողովի կողմից»:
