Կերտած փառավոր հաղթանակից հետո Արցախում դեռևս բազում չլուծված խնդիրներ կան՝ կապված երկրի անվտանգության, պաշտպանունակության, պետական ինստիտուտների կառավարման, օրինականության և արդարության հաստատման, պետական գույքի և հողերի սեփականաշնորհման, տնտեսության զարգացման, Արցախի պատմաիրավական տարածքների բնակեցման, բնական ռեսուրսների շահագործման, ժողովրդագրական վիճակի, գործազրկության ու աղքատության հետ: Այս մասին իր ֆեյսբուքյան էջում գրել է Արցախի հերոս, գեներալ-մայոր Վիտալի Բալասանյանը:

 

«Սիրելի' հայրենակիցներ, քույրեր և եղբայրներ, հաղթանակած երկրի քաջարի մարտիկներ,

 

 

Հայրենյաց պաշտպանի կերպարը հայոց պատմության մեջ ձևավորվել է դարերի ընթացքում։ Բոլոր ժամանակներում հայ ազգային-ազատագրական պայքարում ներգրավված է եղել ողջ ժողովուրդը. պաշտպանելով հայրենիքը՝ հազարավոր հայորդիներ սխրանքներ են գործել, հերոսացել, շատերը՝ մարտիրոսվել ու անմահացել։ Հայրենյաց պաշտպանի կերպարը վերածնվեց Արցախյան ազատամարտի ընթացքում և դրան հաջորդող տարիներին: Պատերազմի ժամանակ ինքնաբուխ ձևավորված ինքնապաշտպանական ֆիդայական ջոկատները հենց մարտի դաշտում վերածվեցին կանոնավոր բանակի, որը դիմակայեց հակառակորդի նետած մարտահրավերներին և դարձավ մեր անվտանգության երաշխավորը։

 

Այսօր մենք առանձնահատուկ երախտագիտությամբ տոնում ենք նաև հայի ինքնության պաշտպան և գոյության երաշխավոր Հայոց Բանակի կազմավորման 28-րդ տարեդարձը։

 

Կերտած փառավոր հաղթանակից հետո Արցախում դեռևս բազում չլուծված խնդիրներ կան՝ կապված երկրի անվտանգության, պաշտպանունակության, պետական ինստիտուտների կառավարման, օրինականության և արդարության հաստատման, պետական գույքի և հողերի սեփականաշնորհման, տնտեսության զարգացման, Արցախի պատմաիրավական տարածքների բնակեցման, բնական ռեսուրսների շահագործման, ժողովրդագրական վիճակի, գործազրկության ու աղքատության հետ:

 

Մեր երկրում այդ խնդիրների մեծ մասի առկայությունը, սակայն, առաջին հերթին հետևանք է իշխանությունների ապաշնորհ կառավարման: Իսկ որոշ դեպքերում, պետական շահը ստորադասվել է անձնական շահին՝ պարարտ հող ստեղծելով ստվերային տնտեսության ձևավորման, օրինազանցության և անարդարության արմատավորման, պետական բյուջեի ոչ նպատակային օգտագործմամբ պետությանը պատճառած հսկայական վնասների ու մսխման, գյուղատնտեսական և այլ նշանակության հողերի ապօրինի սեփականաշնորհման կամ տասնյակ տարիներով շահագործման իրավունք ձեռք բերելու և օգտագործելու, հսկայական չափերի հասնող արտագաղթի, ապագայի նկատմամբ քաղաքացիների թերահավատության աճի համար:

 

Սեփական երկրում հաղթանակած ժողովրդի նկատմամբ նման վերաբերմունքը ոչ այլ ինչ է, քան հանցագործություն։ Ոտնահարված է Արցախի քաղաքացու արժանապատիվ ապրելու իրավունքը և խիստ վտանգված է նրա ապագան։

 

Վստահ եմ, որ քաղաքական կամքի դրսևորմամբ, միասնական ուժերով, նվիրումով ու պետական շահի գերակայությամբ մենք կապահովենք
