Հայաստանում տնտեսական 7.8 տոկոսը որակական հավելյալ արժեք չի ստեղծել։ Այս մասին այսօր՝ փետրվարի 3–ին ասուլիսին ասաց տնտեսագետ Վարդան Բոստանջյանը, հորդորելով տեղին– անտեղին չգործածել «աննախադեպ» բառը։
«Հիմա տեղին, անտեղին ամեն մի փռշտոցն աննախադեպ է համարվում ու նախկինների նկատմամբ կարծեք թե համարվում է մեծ նվաճում, ստացվում է այնպես, որ նախկինում ոչինչ գոյություն չի ունեցել, հիմա ամեն մի շնչել-արտաշնչելը արդեն իսկ նվաճում է: Խոշոր առումով՝ այդ 7-8 տոկոսը գրանցել են, բայց ես որպես տնտեսագետ ասեմ, որ կվազի ցուցանիշ է, միֆոլոգիական բան կար, սիզիփոսյան աշխատանք»,-ասաց նա։
Բոստանջյանի խոսքով՝ ցանկացած զարգացում որակական առումով կառուցված է ՀՆԱ-ի վրա. «ՀՀ-ում այդ առումով դեռևս հաջողություն գրանցված չէ՝ անկախ այն հանգամանքից, որ արդյունաբերության ոլորտում գրանցվել է 9 տոկոս աճ։ Էնտեղ գրված է, որ 4.2 տոկոս գյուղատնտեսության անկում ունենք, ծառայությունների ոլորտը՝ 15 տոկոս։ Տարվա սկզբին մենք հանքարդյունաբերության ոլորտում անկում ունեինք, մինչև իշխանափոխությունը, պայմանավորված մի շարք բնապահպանական պայմաններով, Թեղուտը չէր շահագործվում, իսկ երբ սկսեցին հանքերը շահագործել, նկատվեցին միտումներ և տարվա վերջում ապահովվեց հանքարդյունաբերության 25 տոկոս աճ։ Այս աճը թիվ է, որն անմիջապես հրեց ամբողջ արդյունաբերությանը՝ հասցնելով 9 տոկոս աճի։ Բայց ընդհանուր առմամբ, մեր տնտեսական կառուցվածքում, ըստ էության, ծառայությունների ոլորտում գրանցեց 15 տոկոս աճ, առևտուրը՝ գրեթե 8.9։ Այս աճերը պետք է չապակողմնորոշեն, քանի որ ծառայությունների ոլորտը զվարճանքի վայրերն են, խաղատները, այսինքն՝ բախտախնդրությունը դարձել է մեր մոտ դոմինանտ՝ երկրի զարգացման առումով»։
Բոստանջյանը նշեց, որ տնտեսական 7.8 տոկոսը որակական հավելյալ արժեք չի ստեղծել. «Եկեք այն մտայնությունից դուրս գանք, որ ոչինչ չի եղել, ու հիմա ամեն ինչ նվաճվում է։ Խոշոր առումով էն, ինչը դուք տեսաք, դրանց վրա զարմանալ պետք չի, քանի որ այդպիսի պոտենցիալ ունեցող մասնագետները (Տիգրան Ավինյան, Սուրեն Պապիկյան, Բաբկեն Թունյան, Դավիթ Անանյան) կարող էին դրան հասնել։ Ես մտածում եմ՝ ինչ դժվարությամբ են նրանք աշխատում այս պայմաններում, կամ կարողանում են լրիվ դրսևորվել, թե չէ»։
