Հրաչյա Հարությունյանը դարձյալ հայտնվել է իրավապահների տեսադաշտում
SOCIETYՌուսաստանում դատապարտված Հրաչյա Հարությունյանն այս անգամ էլ հայտնվել Է Հայաստանի իրավապահների տեսադաշտում։ Armlur.am-ը տեղեկացնում է, որ նրան նոր մեղադրանք է առաջադրվել:
Կայքը հիշեցնում է, որ 2013թ. հուլիսի 13-ին բեռնատարը, որի ղեկին եղել է Հրաչյա Հարությունյանը,մխրճվել էր ՌԴ Պոդոլսկից դեպի Կուրիլովո 64 ուղեւորի փոխադրող ավտոբուսի մեջ: Վթարի հետեւանքով 18 մարդ զոհվել էր, ավելի քան 40-ը՝ վիրավորվել: Այս միջադեպից հետո ՌԴ իրավապահները Հրաչյա Հարությունյանին մեղավոր ճանաչեցին եւ դատապարտեցին 6 տարի 9 ամիս ժամկետով ազատազրկման: Նրան դատարան էին բերել ծաղկավոր խալաթով, ինչը հայերի շրջանում մեծ ցասում առաջացրեց:
Երկու երկրների միջեւ իրավապահների բանակցությունների արդյունքում 2017 թվականին Ռուսաստանի Տամբովի մարզի շրջանային դատարանը որոշում կայացրեց դատապարտյալ Հրաչյա Հարությունյանին Ռուսաստանից Հայաստան տեղափոխել: Նա Հայաստան տեղափոխվեց հուլիսի 20-ին:
Այստեղ նա իրավապահների տեսադաշտում է հայտնվել լ տրանսպորտային միջոցներ վարելու խնդրով: Մասնավորապես, «Ժողովուրդ» օրաթերթին հայտնի դարձավ, որ Հ.Հարությունյանին մեղադրանք է առաջադրվել այն բանի համար, որ նա, Մոսկվայի Տրոիցկի շրջանային դատարանի 2014թ. օգոստոսի 4-ի դատավճռով, որպես լրացուցիչ պատիժ, երեք տարով զրկվել է տրանսպորտային միջոցներ վարելու իրավունքից:
Այդ դատավճիռը Երեւանի Էրեբունի եւ Նուբարաշեն վարչական շրջանների ընդհանուր իրավասության առաջին ատյանի դատարանի կողմից,որպես օտարերկրյա պետության դատավճիռ, ճանաչվել է 2017թ. օգոստոսի 18-ին: Հրաչյա Հարությունյանը տրանսպորտային միջոցներ վարելու իրավունքից երեք տարի ժամանակով զրկվելու մասին պատշաճ ծանուցվել է 2018թ. դեկտեմբերի 26-ին, սակայն 2019-ի հունիսից մինչեւ նոյեմբերի 15-ը ներառյալ մշտապես վարել է իրեն պատկանող «Մերսեդես Բենց» մակնիշի ավտոմեքենան. այդ ընթացքում թույլ է տվել ճանապարհային երթեւեկության կանոնների խախտումներ, կայացվել են վարչական տույժ նշանակելու մասին 17 որոշումներ:
Այս արարքի համար նրան մեղադրանք է առաջադրվել ՀՀ քրեական օրենսգրքի 243.1 հոդվածի 1-ին մասի հատկանիշներով («Տրանսպորտային միջոցներ վարելու իրավունքից զրկված անձի կողմից տրանսպորտային միջոց վարելը»), որը պատժվում է տուգանքով՝ նվազագույն աշխատավարձի երկուհարյուրապատիկից երեքհարյուրապատիկի չափով:
Հրաչյա Հարությունյանի նկատմամբ խափանման միջոց է ընտրվել ստորագրությունը երկրից չհեռանալու մասին, գործը քննելու է դատավոր Մնացական Մարտիրոսյանը:
