POLITICSԱնկանխիկ գործարքները կնպաստեն սպառողական վարկերի տոկոսադրույքների նվազեցմանը և կբարձրացնեն վարկերի հասանելիության աստիճանը: Այս մասին «Հրապարակում» հաղորդաշարին տված հարցազրույցում ասել է ՀՀ փոխվարչապետ Մհեր Գրիգորյանն՝ անդրադառնալով «Անկանխիկ գործառնությունների մասին» օրենքի նախագծին:
Փոխվարչապետն ընդգծել է, որ աշխարհում չկա զարգացած երկիր, որտեղ կանխիկի շրջանառությունը դոմինանտ լինի կամ այն կազմի բարձր տոկոս:
«Եթե չլինի կանխիկ շրջանառություն, չի լինի նաև ստվեր, ինչպես նաև այն վարչարարություն իրականացնելու համար շատ ավելի արդյունավետ է: Բացի այդ, անկանխիկ շրջանառության աճի պարագայում դրամավարկային գործիքները շատ ավելի հասցեական են և ավելի ազդեցիկ են դառնում, ինչը շատ կարևոր է գների կայունության կարգավորման համար»,- նշել է Գրիգորյանը:
Փոխվարչապետը հայտնել է, որ օրենքի նախագծով կարգավորվում են հետևյալ հարաբերությունները` գործարքները ֆիզիկական անձ-ֆիզիկական անձ, ֆիզիկական անձ-բիզնես, բիզնես-ֆիզիկական անձ և ֆիզիկական անձ- պետություն:
«Ֆիզիկական անձ-ֆիզիկական անձ օղակը ամենաչկարգավորվածն է և ամենադժվար կարգավորվողն է, բայց, այնուամենայնիվ, եթե մնացածը լավ կարգավորվի, կարծում եմ, ընդհանուր նվազման միտումը շատ էական և արդյունավետ կլինի: Ունենք օղակներ բիզնես-ֆիզիկական անձ, ֆիզիկական անձ-բիզնես, որտեղ, իհարկե, զսպման անհրաժեշտությունը այսօր առկա է, որովհետև, չեմ պատկերացնում մի իրավիճակ, երբ, օրինակ` մարդը այցելում է խանութ և գնում է կահույք կանխիկով, առավել ևս ավտոմեքենա: Աշխարհում շատ քիչ երկրներ կան, որտեղ դա հնարավոր է: Վերջնական նպատակը կանխիկ գործարքի առավելագույն չափը սահմանելն է` 2020 թվականից ամեն դեպքերում 300 հազար դրամ առավելագույնը»,- եզրափակել է Գրիգորյանը:
