Ինչո՞ւ հենց Սուրեն Պապիկյանը

Նախօրեին հայտնի դարձավ, որ «Այո»-ի շտաբը ղեկավարելու է տարածքային կառավարման և ենթակառուցվածքների նախարար Սուրեն Պապիկյանը: 

Այստեղ, իհարկե, տարօրինակ ու զարմանալի ոչինչ չկա, քանի որ Պապիկյանը «Քաղաքացիական պայմանագիր» կուսակցության վարչության նախագահն է, առավել ևս, որ Պապիկյանը գլխավորել է նաև 2018 թվականի դեկտեմբերին տեղի ունեցած խորհրդարանական ընտրություններում «Իմ քայլը» դաշինքի նախընտրական շտաբը։ 

Սակայն, «Փաստ» թերթի աղբյուրի փոխանցմամբ, այս որոշումը կապված չէ միայն այն հանգամանքի հետ, որ ֆորմալ առումով նա ՔՊԿ ղեկավարն է: Իրականում, հասկանալի է, որ ՔՊԿ վարչության նախկին ֆորմալ նախագահների ժամանակ էլ (Արայիկ Հարությունյան, Սասուն Միքայելյան), այդ կուսակցության իրական ղեկավարը Նիկոլ Փաշինյանն է եղել և կա: 

Ըստ մեր իշխանական աղբյուրների, առաջնային նշանակություն ունի այն հանգամանքը, որ Պապիկյանը այն հազվագյուտ անձանցից է, ում, մեր զրուցակցի խոսքերով, «գրեթե անվերապահ վստահում է Փաշինյանը. գրեթե, որովհետև վարչապետը ոչ մեկին անվերապահ չի վստահում»։ 

Մյուս կողմից, կարևոր հանգամանք է այն, որ Պապիկյանն ամբողջովին տիրապետում է վարչական ռեսուրսներին, մարզերում տիրող իրավիճակին, մարզպետների հնարավորություններին, ճանաչում է համայնքների՝ իշխանություններին հավատարիմ ու անկախ ղեկավարներին։ 

Մի խոսքով, գիտի բոլոր ուժեղ ու թույլ կողմերը: Սակայն Պապիկյանի նշանակումն ինքնին տեղիք է տվել տարաբնույթ կասկածների, որ հենց վերոնշյալը հաշվի առնելով՝ իշխանությունները առավելագույնս կարող են կիրառել վարչական ռեսուրսը, եթե զգացին, որ հանրաքվեին անհրաժեշտ մասնակցություն, առավել ևս «Այո»-ի անհրաժեշտ քանակ չեն կարողանում ապահովել։
