Նախկին ՀՀԿ-ական պատգամավորից մինչև վարչապետի խորհրդական. Արմավիրում մրցույթների հաղթողների «ներկապնակը»
POLITICSՆոր Հայաստանում կասկածի տակ են առնվում ոչ միայն պետական մարմինների՝ մեկ անձից կատարված գնումները, այլ նաև՝ գնումների նպատակով կազմակերպված մրցույթները, դրանց մասնակիցների ցանկը և ինչն էլ ավելի կարևոր է՝ այն, թե ովքեր են ի վերջո հաղթում վերոնշյալ մրցույթում: Որևէ կերպ չենք ցանկանում մատնանշել ստորև բերված օրինակներում կոռուպցիոն ռիսկ, սակայն սույն օրինակներն ուշագրավ հանգամանքներ են պարունակում, որոնց էլ կցանկանայինք անդրադառնալ:
Եվ այսպես՝ ՀՀ Արմավիրի մարզպետարանը ներկայացրել է իր կարիքների համար գրասենյակային ապրանքների ձեռքբերման նպատակով կազմակերպված ՀՀ ԱՄ-ԳՀԱՊՁԲ- 20/02 ծածկագրով գնման ընթացակարգի արդյունքում 2019 թվականի դեկտեմբերի 12-ին կնքված ՀՀ ԱՄ-ԳՀԱՊՁԲ-20/02 պայմանագրի մասին տեղեկատվությունը`
Մրցույթում հաղթել են երկու ընկերություն, որոնց սեփականատերերը, համաձայն պետական ռեգիստրի, հետևյալ անձինք են.
Ուշագրավ է, որ «Պրոֆ Օֆիս» ՍՊԸ սեփականատերը մեկ այլ ընկերության՝ «Սմարթլայն» ընկերության սեփականատերերի ցանկում էլ էր, իսկ այդ ընկերությունը պատկանում է նախկին պատգամավոր Հակոբ Բեգլարյանին: Գնումների մոնիթորինգի կայքի տվյալների համաձայն՝ 2016-2019թթ «Սմարթլայն» ընկերության հետ կնքվել է 745 պայմանագիր՝ 1 մլրդ 311 մլն 525 հազար 803 դրամի (ավելի քան 2,6 մլն ԱՄՆ դոլար՝ 3 տարում)։ Գնորդները եղել են 107 պետական կառույց։ Պայմանագրերի մոտ 10 %-ը՝ մեկ անձից գնումներն են։ Ընդ որում, 2017-2019թթ. մեկ անձից գնվել է 19,4 մլն դրամի ապրանք, որից 8,5 մլն՝ նախորդ տարի՝ 2019թ-ին։ 2017-2018թ՝ մինչև Ազգային Ժողովի լուծարումը, երբ Հակոբ Բեգլարյանը դեռ պատգամավոր էր, «Սմարթլայն» ընկերության հետ կնքվել է 500-ից ավելի պայմանագիր՝ 865 մլն ՀՀ դրամ ընդհանուր արժողությամբ: Արմավիրի մարզպետարանը նախորդ տարի նույնպես մրցույթներից մեկի հաղթող էր հայտարարել հենց «Սմարթլայն» ՍՊԸ-ին:
Պետք է նշել, որ Բեգլարյանի գործընկերը շահել է նաև օրեր առաջ՝ ԿԸՀ հայտարարած տենդեռը:
Արմավիրի մարզպետարանը ներկայացրել է նաև իր կարիքների համար
անվտանգության ապահովման սարքերի ծածկագրով գնման ընթացակարգի արդյունքում պայմանագիր կնքելու որոշման մասին տեղեկատվությունը, համաձայն որի՝ անվտանգության ապահովման սարքեր են գնվել «էկոմպ» ՍՊԸ-ից:
«ԷԿՈՄՊ» ՍՊԸ սեփականատերերը հետևյալն են.
Սակայն, առավել ուշագրավ է այս ընկերության ստեղծման պատմությունը և այն, թե ով է հանդիսանում վերջինիս իրական սեփականատերը: Նիկոլ Փաշինյանի նախկին խորհրդական գեներալ Արշակ Կարապետյանը, զինվորական պաշտոնի անցնելուց կարճ ժամանակ անց, Աշոտ Մկրտչյանի հետ 1999 թվականին հիմնում է «Էլկոմպ» ՍՊԸ-ն, որը զբաղվում է անվտանգության համակարգերով։
Հետագայում Արշակ Կարապետյանը դադարեցրել է իր մասնակցությունը և ընկերության իր բաժնեմասով զբաղվել է իր կինը՝ Ռոզա Կարապետյանը։ «Էլկոմպ» ընկերության գործընկերների մեծ մասը եղել են պետական հիմնարկներ։ Իր գործունեության ամբողջ ընթացքում ընկերությունը պատվերներ է ստացել՝ ՀՀ Կառավարության աշխատակազմից, ՀՀ Ազգային ժողովից, Փամիկի գյուղապետարանից, ՀՀ Ազգային պատկերասրահից, Երևանի պետական կամերային թատրոնից, «Նորք» սոցիալական ծառայությունների տեխնոլոգիական իրազեկման կենտրոն-հիմնադրամից, Հայաստանի պետական մանկավարժական համալսարանից: Ընկերությունը պպատվերներ է ստացել ՀՀ ՊՆ-ից անգամ այն ժամանակ, երբ Արշակ Կարապետյանը զբաղեցրել է ՀՀ ԶՈՒ ԳՇ հետախուզության պետի պաշտոնը։ Այստեղ ակնհայտ է, որ եղել է շահերի բախում, և հնարավոր է՝ նաև կոռուպցիա։ Արշակ Կարապետյանի հիմնած ընկերության հետ ՀՀ ՊՆ-ն գնման պայմանագիր է կնքել անգամ 2016 թվականի Ապրիլյան պատերազմից կարճ ժամանակ անց՝ մարտի 14-ին :
