Հանրաքվեին քաղաքական պասիվության պատճառն իշխանության անգործությունն է

Խեղդվողների փրկության գործը ոչ թե խեղդվողի, այլ փրկարարի գործն է։ Քաղաքական համայնքի պասիվ, չեզոք կեցվածքը Սահմանդրական հանրաքվեի վերաբերյալ անսպասելի էր միայն առաջին հայացքից։ Իրականում դա ունի խորքային պատճառ, որը խորացել է Թավշյա, ոչ բռնի, ժողովրդական հեղափոխությունից հետո։
Քաղաքական համայնքի գոյության անհրաժեշտ պայմանը քաղաքական գործիչների ազատագրումն է կոնյուկտուրային կապանքներից և իռացոնալ կարծրատիպերից։ Բավարար պայմանը քաղաքական կրթվածության ընդհանուր մակարդակի բարձրացումն է։ Այս առումով՝ իշխանությունը պարտավոր է ազնիվ ու շիտակ ներկայացնել ազգային օրակարգը, հիմնավորել դրա քաղաքական, մշակութային անհրաժեշտությունը։ Այնինչ՝ ներկա իշխանությունները օրակարգի խնդիրներն ու մարտահրավերները ներկայացնում են մակերեսորեն, հատվածային և պոպուլիստական շեշտադրումներով։ Այս իրավիճակում օրինաչափ է քաղաքական համայնքի պասիվ ու չեզոք դիրքորոշումը։
Եթե իշխանությունները հասարակությանը բավարար չեն իրազեկում ապրիլի 5-ի խնդրի քաղաքական էության և քաղաքակրթական նշանակության մասին, ապա ժողովրդականություն ունեցող կուսակցությունների պասիվ, չեզոք պահվածքը նույնիսկ արդարացված կարելի է համարել։ Այսինքն՝ երբ ժողովուրդը չգիտի հանրաքվեն ինչի մասին է, ժողովրդականություն վայելող կուսակցության ակտիվ ներգրավվածությունը չի հասկացվի ժողովրդի կողմից, ինչի արդյունքում կուսակցության ժողովրդականությունը կարող է անկում ապրել։
Եվս մեկ անգամ ընդգծենք, որ ազգային օրակարգի և մարտահրավերների մասին հանրությանը ճշմարիտ և լիարժեք իրազեկելու խնդիրը իշխանության խնդիրն է, ոչ թե ընդդիմադիր ուժերինը, առավել ևս՝ հանրությանը։ Այդ դեպքում՝ իշխանությունն ինչո՞ւ է անտեսում հոգևոր անվտանգային այս առաջնահերթ խնդիրը։
Հանրությանն անտեղյակության մեջ պահելը թվում է, թե ձեռնտու է քաղաքական մեծամասնությանը։ Սակայն ժամանակի ընթացքում այս մոտեցումը դառը պտուղներ է տալիս։ Քաղաքական թերկրթության, դրա հետևանքով խորացող իռացիոնալ վախերի, և դրանք շահարկող պոպուլիզմի հետևանքով հանրությունը հեռանում է հիմնարար արժեքներից, շեղվում ազգային օրակարգի ուղենիշներից, կորցնում ազգային իդեալը և ուղիղ գծող գլորվում հակաքաղաքրթական և նյութապաշտական անդունդը, որից դուրս գալն այսօր հրաշքին հավասար բան է թվում։
