Զինկոմիսարիատի պաշտոնյան կաշառքի դիմաց օգնել է զորակոչիկներին՝ ազատվել ծառայությունից

ՀՀ ազգային անվտանգության ծառայությունը քննչական գործողությունների արդյունքում բացահայտել է զինկոմիսարիատի պաշտոնյայի կողմից կաշառք ստանալու հերթական դեպքը։ Այս մասին հայտնում են ԱԱԾ-ի լրատվությունից։

 

Ձեռք բերված փաստական տվյալների համաձայն՝ ՀՀ մարզերից մեկի զինկոմիսարիատի զորակոչային բաժնի պետը, հանդիսանալով պետական ծառայություն իրականացնող պաշտոնատար անձ եւ իրականացնելով իշխանության ներկայացուցչի գործառույթներ, 2019 թ. նախնական համաձայնության է եկել նույն զինկոմիսարիատի նախկին աշխատակցի հետ՝ կաշառքի դիմաց վերջինիս ներկայացրած զորակոչիկներին ժամկետային զինվորական ծառայությունից տարկետումներ տալու կամ ծառայությունից ազատելու հարցերում նրա ծանոթ պաշտոնատար անձանց միջոցով աջակցելու շուրջ: Օգտագործելով պաշտոնեական դիրքը՝ զորակոչային բաժնի պետը՝ զինվորական սեղանի տեսուչի հետ պայմանավորվածության համաձայն, 2019 թ. ձմեռային զորակոչի ընթացքում նպաստել է 4 զորակոչիկի օգտին հիշյալ գործողությունները իրավասու պաշտոնյաների միջոցով կատարելուն, որի արդյունքում զինակոչիկներից երկուսն օգտվել են տարկետման իրավունքից, իսկ երկուսը ճանաչվել են ժամկետային ծառայության համար ոչ պիտանի եւ հաշվառվել պահեստազորում: Դրա համար բաժնի պետն այդ զորակոչիկների հարազատներից պահանջել եւ հանցակցի օժանդակությամբ մաս-մաս ստացել է առանձնապես խոշոր չափերով կաշառք՝ ընդհանուր առմամբ շուրջ 6.5 միլիոն ՀՀ դրամին համարժեք 13.700 ԱՄՆ դոլար։

 

Բավարար փաստական տվյալների ձեռք բերման արդյունքում ենթադրյալ հանցագործություն կատարած անձինք բերման են ենթարկվել, իսկ կաշառք տվող անձինք անհերքելի ապացույցների առկայության պարագայում խոստովանել են հանցագործության հանգամանքը։

 

Առերեւույթ հանցագործության դեպքերի առթիվ ՀՀ ԱԱԾ քննչական դեպարտամենտում հարուցվել է քրեական գործ ՀՀ քրեական օրենսգրքի համապատասխան հոդվածներով, կաշառք ստացած պաշտոնյան եւ նրա հանցակիցը ձերբակալվել են։ Նախաքննությունը շարունակվում է, ձեռնարկվում են համապատասխան միջոցառումներ կաշառք ստանալու հնարավոր այլ հանցադեպերը, կոռուպցիոն շղթայի մեջ ներգրավված այլ անձանց բացահայտելու եւ պատասխանատվության ենթարկելու ուղղությամբ։
