Սահմանադրական հանրաքվեի գործընթացի հետ կապված հիմնական ռիսկերից մեկն այն է, որ Սահմանադրության ընդամենը մեկ հոդված է փոխվում, այլ խոսքով՝ գործ ունենք հատվածականության հետ, ինչը չի նպաստելու սահմանադրական կարգի կամ սահմանադրականության ոգու վերականգնմանը՝ անկախ հեղափոխության թիմի բարձրագոչ պնդումներից։ Այդ փոփոխությունը չի բերելու սահմանադրական ճգնաժամի վերացմանը, անգամ իրապես անկախ ՍԴ-ի ձևավորմանը։ Սահմանդրության 2105թ-ի փոփոխությունների փլիսոփայությունը հանգում է վերարտադրվող համակարգի իսնտիտուցիոնալ հիմքերի ստեղծմանը։ Այն կոչված էր ապահովելու Սերժ Սարգսյանի թիմի երկարակեցությունը, այսօր կարող է նման «առաքելություն» ապահովել ցանկացած, այդ թվում՝ գործող իշխանության համար։ Եթե արատավոր համակարգի իսնտիտուցիոնալ հիմքերը չեն վերացվում, չի կարելի հույսը դնել Փաշինյանի թիմի «բարության» վրա ու հույս ունենալ, թե սուպերվարչապետական համակարգի պայմաններում հնարավոր է ստեղծել անկախ ՍԴ։ Ի վերջո, այսօրվա խորհրդարանի որակն ասվածի ցուցիչն է․ մենք ունենք ԱԺ, որն, ըստ էության, գործադիրի կցորդն է։
Երկրին պետք է նոր Սահմանադրություն՝ լեգիտիմ, որը կլինի քաղաքական և հանրային լայն կոնսենսուսի արդյունք։ Մնացած դեպքերում գործ ունենք մասնավոր քաղաքական շահի հետ։ Եթե հեղափոխության թիմի խնդիրը վերահսկելի ՍԴ ձևավորելը չէ, ապա ինչո՞վ բացատրել այս շտապողականությունը, մանավանդ, որ ստեղծվել է սահմանադրական փոփոխությունները նախապատրաստող մասնագիտական խումբ։ Ո՞ր բանական իշխանությունն է 1 տարվա կտրվածքով քաղաքացիներին 2 անգամ հրավիրում հանրաքվեի․ սա ոչ թե ուղղակի ժողովրդավարության ինստիտուտի ամրապնդման, այլ դրա չարաշահման, այն իշխանության քաղաքական օրակարգին ծառայեցնելու դրսևորում է։
Փորձեմ հիմնավորել միտքս անգամ էլեկտորալ վերլուծության հիմքով։ Գաղտնիք չէ, որ բոլոր հետհեղափոխական իշխանություններն ունենում են բարձր վարկանիշ, սակայն հետո հեղափոխական էյֆորիան նահանջում է, տեղի է ունենում հանրային տրամադրությունների բնական սեգմենտացիա ու իշխանության վարկանիշն անկում է ապրում։ Օրինակ՝ եթե 2018-ի դեկտեմբերի 9-ին «Իմ քայլը» ստացել է 880000 ձայն, ապա հիմա, լավագույն դեպքում, 650000-ը հազիվ է ապահովելու, այն էլ՝ վարչական ռեսուրսի լատենտ կիրառմամբ։ Իսկ սա նշանակում է, որ մեկ տարի հետո, երբ նշանակվի սահանադրական նոր հանրաքվե, 650000 «Այո» ապահովելը գրեթե անհնար է դառնալու՝ իշխանության վարկանիշի բնական անկման ֆոնին։ Այս օբյեկտիվ իրողությունների համատեքստում լեգիտիմ իրավունք ունեմ կասկածելու, որ Սահմանդրության բուն բարեփոխում գուցե չունենանք ու սահմանափակվենք ՍԴ-ն փոխելու ակցիայով։ Սա, իհարկե, վատագույն սցենար է, սական՝ խիստ իրական։ Ի վերջո, չմոռանանք, որ այս իշխանությունն ԱԺ ընտրություններ կազմակերպեց հին ԸՕ-ով, ասել է թե՝ ունենք բացասական նախադեպ։
