Երեխայի հանրային ծառայությունների համարանիշը կամրագրվի ծննդյան վկայականում և ծննդի պետական գրանցման մասին տեղեկանքում

Արդարադատության նախարա րությունն առաջարկում է փոփոխություններ և լրացում կատարել «Քաղաքացիական կացության ակտերի մասին» և «Հանրային ծառայությունների համարանիշի մասին» օրենքներում։ 

Նախագծերով առաջարկվում է, որ եթե ՀՀ քաղաքացու, ՀՀ-ում բնակության իրավունք ունեցող օտարերկրյա քաղաքացու, ՀՀ-ում մշտապես բնակվող` քաղաքացիություն չունեցող անձի, փախստականի երեխայի ծնունդը գրանցվել է մեր երկրում, ապա ծննդյան վկայականում և ծննդի պետական գրանցման մասին տեղեկանքում նույնպես ամրագրվի երեխայի հանրային ծառայությունների համարանիշը: 

Նախագծի հիմնավորման մեջ նշվում է, որ դեռևս 2014 թվականի սեպտեմբերի 30-ից ՀՀ արդարադատության նախարարության համակարգում ներդրվեց քաղաքացիական կացության ակտերի գրանցման միասնական էլեկտրոնային կառավարման համակարգը, որը համացանցի միջոցով հասանելի դարձավ ՀՀ բոլոր ՔԿԱԳ մարմիններին: 

Էլեկտրոնային կառավարման համակարգի ներդրման կարևորագույն նպատակներից էր, ստեղծելով քաղաքացիական կացության ակտերի գրանցման միասնական գրանցամատյան ողջ ՀՀ տարածքում, ձևավորել «մեկ պատուհան» ծառայությունը, հնարավորինս պարզեցնելով այս ոլորտին բնորոշ վարչարարությունը: 

Էլեկտրոնային կառավարման համակարգը նաև ամբողջությամբ համակցված է ՀՀ բնակչության պետական ռեգիստրին, ինչի շնորհիվ երեխայի ծնունդը գրանցելիս էլեկտրոնային կառավարման համակարգը մեխանիկորեն տեղեկատվության փոխանակման շրջանակներում ստանում է բնակչության պետական ռեգիստրում ստեղծված երեխայի հանրային ծառայությունների համարանիշը: 

Սակայն, եթե որևէ գործարքի համար, օրինակ՝ սոցիալական ապահովման ծառայություններից օգտվելու նպատակով, անհրաժեշտություն է առաջանում ներկայացնել երեխայի հանրային ծառայության համարանիշը, ապա ծնողները այն ձեռք բերելու համար պարտավոր են այցելել բնակչության պետական ռեգիստրի սպասարկման տարածքներ:

 Ուստի այս նախագծերի ընդունման դեպքում երեխայի հանրային ծառայության համարանիշը ամրագրող պաշտոնական փաստաթուղթ կհանդիսանա նաև երեխայի ծննդյան վկայականը և ծննդի պետական գրանցման մասին տեղեկանքը, ինչը կնվազեցնի հանրային ծառայության համարանիշը ստանալու վարչարարությունը:
