«Պետական գնումների մասին» օրենքն ամբողջովին պետք է փոխվի, քանի որ տարիներ շարունակ գնման գործընթացում տեղի են ունենում բազմաթիվ խախտումներ, եւ երկար ժամանակ հնարավոր չէր պայքարել դրա հետ կապված կոռուպցիոն դրեւորումների դեմ, որովհետեւ միմյանց խիստ փոխկապակցված մարդիկ էին մասնակցում պետական գնումներին: Այս մասին Այսօր՝ փետրվարի 21-ին, ԱԺ-ում լրագրողների հետ զրույցում նշեց ԲՀԿ խմբակցության պատգամավոր Սերգեյ բագրատյանը:

 

«Մասնավորապես՝ առանձին գերատեսչություններ, ունենալով իրենց նպատակահարմար տնտեսվարողներ, նախնական պայմանավորվածություն էին ձեռք բերում տնտեսվարողի հետ եւ ասում, որ նշված բոլոր չափանիշերին համապատասխան ապրանք ներկրեն, եւ մրցույթը կազմակերպում էին հենց այդ ապրանքների չափանիշերով: Այսինքն՝ ակնհայտ անհավասար մրցակցային պայմաններ էին ստեղծվում մյուս տնտեսվարողների համար եւ ստեղծվում էր այնպիսի իրավիճակ, որ գերիշխող դիրք գրավողները դառնում են մենաշնորհներ», նշեց Սերգեյ Բագրատյանը:

 

Նրա խոսքով, այդ ամենի հետեւանքով գերիշխող դիրք ունեցողները, մոնոպոլ դիրք գրավորղներն աստիճանաբար ավելացան. «Հիմա եթե Հայաստանը պատրաստվում է իրականացնել տնտեսական հեղափոխություն, ապա առաջին հերթին պետք է ապահովի ազատ մրցակցային պայմաններ՝ հարկային եւ մաքսային օրենսդրական փոփոխությունների հետ միասին, պետք է կարգավորի նաեւ գնումների գործընթացը:

 

Ես իմ ելույթում արդեն նշեցի մեկ անձից գնումներ կատարելու բազմաթիվ օրինակներ, որոնք շարունակվում են նաեւ այսօր, այս պատճառով օրենսդրությունն ամբողջովին պետք է փոխվի՝ կոռուպցիոն ռիսկերից խուսափելու համար: Երբ անհրաժեշտություն է առաջանում մեկ աղբյուրից գնում ձեւակերպել, սովորական մրցույթ են հայտարարում, որեւէ մեկը չի կարողանում հաղթահարել պայմանները, իրենք հայտարարում են մեկ աղբյուրից գնման գործընթաց: Այսինքն նախօրոք որեւէ մեկին ունենալով աչքի տակ, կեղծ մրցույթ են հայտարարում, արդյունքում էդ մեկի հետ պայմանագիր են կնքում: Այս արատավոր պրակտիկան պետք է վերացնենք: Այն լղոզված ձեւակերպումը, որ ժամանակի խնդիր ունեն, արտակարգ իրավիճակ է ստեղծվել, դրանք պայմանական հասկացություններ են: Պետք է հստակ ասել, թե որ դեպքերում կարելի է մեկ անձից գնում կատարել: Օրենքը պետք է փակի այդ ուղիները»,- ընդգծեց Սերգեյ Բագրատյանը՝ հավելելով, որ գնումների գործող օրենսդրությունը մեզ լավ տեղ չի տարել, եւ այն պետք է ամբողջությամբ փոխվի:

 

Նշենք, որ այսօր ԱԺ Ֆինանսավարկային եւ բյուջետային հարցերի մշտական հանձնաժողովը կազմակերպել էր խորհրդարանական լսումներ՝ «Պետական գնումների համակարգի հիմնախնդիրները եւ դրանց լուծման ուղիները» թեմայով:
