Տարիներ շարունակ մեզանում խոսվում է արտերկրից ներդրումներ ներգրավելու անհրաժեշտության մասին, որը պետք է խթան դառնա Հայաստանի տնտեսական առաջընթացի համար։ 

Իսկ 2018 թվականին իշխանափոխություն իրականացնելու ժամանակ Փաշինյանը կարողացավ իր շահերի համար օգտագործել նաև ներդրումներ ներգրավելու թեման՝ խոստանալով, որ եթե ինքը գա իշխանության, ապա սփյուռքից և արտերկրից հսկայական ներդրումային հոսք է սպասվում։ 

Եվ 2018 թվականի դեկտեմբերին, երբ Փաշինյանի գլխավորած քաղաքական ուժը հաղթեց խորհրդարանական ընտրություններում, կարողացավ խորհրդարանում մեծամասնություն ստանալ և ձևավորել կառավարություն, վերջինս անընդհատ հավաստիացնում էր, թե շուտով արտերկրյա գործարարները հեղեղի պես Հայաստանում ներդրումներ են կատարելու, գործարաններ են բացելու և այլն։ 

Ուստի ցույց տալու համար, որ այս ուղղությամբ մեծ աշխատանք է տարվում, վարչապետն իր համարյա թե բոլոր արտերկրյա այցելությունների ընթացքում կրկնում էր այն հիմնավորումը, թե, այսպես կոչված, «թավշյա հեղափոխությունից» հետո բարելավվել է Հայաստանի ներդրումային դաշտը, և լավագույն պայմաններն են ստեղծվել մեր երկրում տնտեսական գործունեություն ծավալելու համար։  

Վարչապետը նույնիսկ մասնակցում էր գործարարությանը վերաբերող տարբեր համաժողովների, հանդիպումներ ունենում առանձին խոշոր ընկերությունների ներկայացուցիչների հետ և նրանց ներկայացնում Հայաստանի տնտեսական գրավչությունը։ 

Իսկ թե կոնկրետ «թավշյա հեղափոխությունը» գործնական տեսանկյունից ինչով է գրավիչ դարձրել Հայաստանը, դժվար է միանշանակ պատասխան տալ։ Դժվար է նույնիսկ Փաշինյանի համար: 

Իշխանությունները շատ են շահարկում այն թեման, թե իբր իրենց պաշտոնավարման ընթացքում գործարարների սեփականությունը և միջոցները ավելի պաշտպանված են դարձել, սակայն նախկինի համեմատ գրեթե ոչինչ չի փոխվել, դեռ մի բան էլ գործարարների գործունեությունը խոչընդոտող հանգամանքներ են ի հայտ եկել։ Եվ պատահական չէ, որ «Բանկային գաղտնիքի մասին» օրենքը նախագահ Արմեն Սարգսյանը չի ստորագրել և դիմել է Սահմանադրական դատարան՝ դրա՝ Սահմանադրությանը համապատասխանելու հարցը որոշելու խնդրանքով։ 

Ու այսպիսի պայմաններում չպետք է զարմանալ, որ ոչ միայն խոշորածավալ ներդրումներ չկան, մի բան էլ կապիտալի արտահոսքը շարունակվում է։ Այնինչ պետք էր գործարարությամբ զբաղվելու միջավայրը բարելավել տարբեր օրենսդրական նախաձեռնությունների, խոշորածավալ ծրագրերի իրականացման համար համապատասխան արտոնությունների, հարկային քաղաքականության և համապատասխան ենթակառուցվածքների ստեղծման միջոցով։ 

Իսկ առաջիկայում նախատեսվում է ԵՄՀայաստան ներդրումային համաժողովի անցկացումը Լյուքսեմբուրգում, և հարց է, թե իշխանության ներկայացուցիչներն ինչպես են տնտեսական առումով Հայաստանի գրավչությունը ներկայացնելու այդ համաժողովին, որպեսզի եվրոպացի գործարարները ցանկություն հայտնեն մտնել հայկական շուկա և ներդրումներ անել։ 

Թե՞ Լյուքսեմբուրգի ներդրումային համաժողովը կդասվի այն գործարար համաժողովների շարքին, որոնք տարիներ շարունակ տեղի են ունեցել ու սահմանափակվել են միայն հանդիպումներով և ելույթներով՝ այդպես էլ չտեղափոխվելով գործնական հարթություն։
