Սարգսյանի խոսքերով, քաղաքացիները պետք է ակտիվ մասնակցեն Սահմանադրական փոփոխությունների հանրավքեին. «Եթե նախորդ ընտրություններին քաղաքացիներն ասում էին, որ իրենց քվեն բանի տեղ դնող չկա, հիմա հենց ժողովրդի քվեից է կախված ամեն ինչ: Եկեք ձեր մոտեցումը ցույց տվեք»:
Ինչ վերաբերում է այն ուժերին, որոնք հրաժարվեցին որևէ կերպ մասնակցել գործընթացին, Սարգսյանը նշեց, որ ժողովրդի քվեն ստացած ուժը որևէ պարագայում չպետք է չեզոքության կամ բոյկոտի կողմանկից լինի. «Տեսականորեն այդ չեզոքությունը նույն «ոչ»-ն է: Ես նաև իմ ընկեր Էդմոն Մարուքյանին ասել եմ, որ ճիշտ կլիներ, եթե իրենց «ոչ»-ը հիմնավորեին: Ինչի՞ց են վախենում, ֆեյսբուքում վատ բաներ գրելո՞ւց: Թող գրեն»:
«Ես համարում եմ, որ երկրում երկրորդ ուժ կամ իշխանությանն այլընտրանք կարող է դառնալ այն ուժը, ում հետ իշխանությունը բանավիճում է: Եթե այսօր այդ ուժը չկա, այս իշխանությունը հավերժ է»,-հավելեց նա:
