Նոր «դավաճանների» փնտրտուք
POLITICSԵրբ համադրում ես Նիկոլ Փաշինյանի տարբեր ելույթները, այնպիսի տպավորություն է, որ մեր երկրում շուրջբոլորը կա՛մ հանցագործներ են, կա՛մ հակապետական տարրեր, կա՛մ դավաճաններ: Մենք մեր իսկ հասարակության ներսում զբաղված ենք միմյանց պիտակավորելով, ամենուր դավաճանների ստվեր տեսնելով, պառակտումով՝ այն դեպքում, երբ մեր դեմ աշխատում են արտաքին թշնամիները, ընդ որում՝ բացառիկ միասնականությամբ: Մյուս կողմից՝ փաստացի մեկ-երկու գործից զատ առ այսօր չկա որևէ առարկայական ապացույց վերոնշյալ ծանր մեղադրանքների առումով:
Իսկ առկա գործերով էլ չկա դատարանի օրինական ուժի մեջ մտած գեթ մեկ վճիռ: Երեկ էլ Փաշինյանը կառավարությունում խորհրդակցություն էր հրավիրել ուժայինների մասնակցությամբ և հայտարարել, որ կառուպցիայի դեմ պայքարը նոր թափ եւ որակ պետք է ստանա Հայաստանում: Չհամաձայնել վարչապետի հետ հնարավոր չէ:
Կոռուպցիայի դեմ պայքարը պարզապես այլընտրանք չունի: Սակայն հերթական անգամ ականջ ծակեց «դավաճան» բառը, որը հնչեց իրավապահ մարմինների ամենավերին օղակներում աշխատած որոշ մարդկանց առումով:
Թե կոնկրետ «ամենավերին օղակներում աշխատած» որ պաշտոնյաներին նկատի ուներ վարչապետը, դժվար է ասել, սակայն նման հայտարարությունն ինքնին չափազանց վտանգավոր է թե՛ կանխակալ որակում տալու առումով և թե՛ այն առումով, որ իրավապահ մարմինները այս խոսքերը կարող են դիտարկել որպես որոշակի գործողությունների հրահանգ: Սրան գումարած՝ կասկածներ հայտնվեցին իրավապահ համակարգի գործողությունների «լիարժեքության և լիաթոքության» առումով նաև ներկայումս:
Իսկ սա նշանակում է, որ կասկածները տարածվում են այսօր համակարգում աշխատող բոլոր մարդկանց վրա, ինչը հազիվ թե առավել արդյունավետ աշխատանքի երաշխիք լինի, եթե չասենք՝ լրիվ հակառակը:
