Հիդրոէլեկտրակայանների գործունեությանն առնչվող մտահոգությունները մշտապես եղել են «Փաստի» ուշադրության կենտրոնում։ Փոքր ՀԷԿ-երի կառուցման հետ կապված հիմնական ահազանգերը վերաբերում են նրան, որ դրանք նպաստում են գետերի չորանալուն, բացի դա, նշվում է՝ հնարավոր է, որ ՓՀԷԿ-երի շահագործման պատճառով առաջանա ոռոգման ջրի պակաս, կամ ջրի սակավության պատճառով գետը չկարողանա ինքնամաքրվել: Չնայած ոլորտը կարգավորվում է օրենսդրությամբ, բայց գուցե որոշակի առումով կա նաև վերահսկողության խնդիր։ 

Օրերս անդրադարձել էինք նրան, որ «Լոռվա ամրոց» ՍՊԸ-ն ցանկանում է Լոռու մարզում Ձորագետ գետի վրա երկու փոքր հիդրոէլեկտրակայան կառուցել և ջրօգտագործման թույլտվություն ստանալու նպատակով դիմել է շրջակա միջավայրի նախարարությանը։ Այս ՀԷԿ-երի կառուցման ծրագրի շուրջ աղմուկ էին բարձրացրել բնապահպանական որոշ կազմակերպություններ: 

Ըստ նախագծահաշվարկային փաստաթղթերի, այն ունենալու է շուրջ 30 մեգավատտ հզորություն։ Մասնագետներից ոմանք կարծիք էին հայտնել, որ նման հնարավորություններով ՓՀԷԿ-ի շահագործման արգելանքը կարող է էական վնաս հասցնել էներգետիկ ոլորտին։ 

Առհասարակ, ցանկացած նման հարց պետությանը կանգնեցնում է երկու խնդրի առաջ. մի կողմից՝ բնապահպանական հարցեր, մյուս կողմից՝ տնտեսական շահ։ Ո՞րն ընտրել կամ արդյոք հնարավո՞ր է, օրինակ՝ ՓՀԷԿ-ի աշխատանքն այնպես կազմակերպել, որ այն գոնե մեծ հաշվով անվնաս լինի շրջակա միջավայրի համար։ 

Հարցի վերաբերյալ մեկնաբանություններ ստանալու համար «Փաստը» դիմեց բնապահպան Կարինե Դանիելյանին և արևելագիտության ինստիտուտի ավագ գիտաշխատող, էներգետիկ աշխարհաքաղաքականության և միջազգային անվտանգության հարցերով մասնագետ Արմեն Մանվելյանին։ 

Կարինե Դանիել յանը նշեց, որ կոնկրետ այս երկու ՓՀԷԿ-երի կառուցման և դրա շուրջ բարձրացած աղմուկի խնդրին ինքն էլ է ծանոթ։ «Կարծում եմ՝ մոտակա օրերին հանրային խորհրդի բնապահպանական հարցերի հանձնաժողովում կքննարկենք այս հարցը, որովհետև էներգետիկները բնապահպաններին հակառակ կարծիք ունեն, ասում են, որ ՀԷԿ-երն անհրաժեշտությունն են, դրանք կառուցելն արգելելը սխալ է։ Բնապահպաններն էլ, իհարկե, այլ կարծիքի են։ Մենք կհրավիրենք և՛ բնապահպաններին, և՛ էներգետիկներին, կլսենք երկու կողմերին էլ՝ խնդրին առավել մանրամասն ծանոթանալու համար»,-«Փաստի» հետ զրույցում ասում է Դանիելյանը։

Արմեն Մանվելյանը նշում է՝ իր կարծիքով, փոքր ՀԷԿ-երի արդյունավետությունը շատ ցածր է։ «Կարծում եմ, որ փոքր ՀԷԿ-երի կառուցման քաղաքականությունը սխալ է։ Դրանց օգտակար գործողության գործակիցը բավականին ցածր է, իսկ էկոլոգիական վնասը՝ մեծ։ 

Ընդհանրապես հիդրոէլեկտրակայաններ պետք է կառուցել համեմատաբար մեծ գետերի վրա, որտեղ արդյունավետությունը բավականին բարձր է, այդ պայմաններում հասցված բնապահպանական վնասն էլ, այսպես ասենք, փոխհատուցվում է։ 

Փոքր ՀԷԿ-երի կառուցման դեպքում խնդիրն այլ է։ Փոքր գետերը չորանում են, փաստացի փակվում, այդ ՀԷԿ-երի արտադրած էլեկտրաէներգիայի ինքնարժեքը բավականին բարձր է, և պետությունը մասամբ փոխհատուցում է բարձր ինքնարժեքի դեպքում։ 

Կարծում եմ՝ փոքր ՀԷԿ-երի կառուցման քաղաքականությունը պետք է դադարեցնել, նշել որոշակի չափորոշիչներ, օրինակ՝ թե ինչ մեծության գետի վրա կարելի է ՀԷԿ կառուցել և այլն»,-ընդգծում է Մանվելյանը։
