«Արջի ծառայություն» մատուցողներն ու ոչ միայն....

Ապրիլի 5-ի հանրաքվեին ընդառաջ բավականին հետաքրքիր իրավիճակ է ստեղծվել ՀՀ-ում՝ կորոնավիրուսի հետ կապված տրամադրությունների առումով։ «Փաստ» թերթի տեղեկություններով, ստեղծված բավականին անկանխատեսելի իրավիճակից ելնելով, իշխանությունները ներկայումս քննարկում են մի քանի տարբերակներ, այդ թվում՝ իրենց ապահովագրելու հնարավորությունները։ 

Մեզ հասած տեղեկություններով, վարչապետը նախօրեին հանձնարարել է իրավաբանների խմբին՝ ուսումնասիրել Սահմանադրական հանրաքվեն չեղարկելու իրավական կարգավորումները, որոնք հնարավորություն կընձեռեն անհրաժեշտության դեպքում հարցի հետ կապված կտրուկ որոշումներ ընդունել։ 

Մասնավորաբար, չի բացառվում՝ մինչև մարտի 20-ն ընկած ժամանակահատվածում, ելնելով իրադարձությունների զարգացման ընթացքից, ժամանակավորապես չեղարկվի նաև հանրաքվեն՝ այն հետաձգվելով մինչև աշուն։ 

Բայց սա միայն տարբերակներից մեկն է, այն էլ՝ սուր անհրաժեշտության դեպքում:  Սակայն մինչ այդ տեղերում սկսել են ակտիվ աշխատել իշխանությունների ներկայացուցիչները, մասնավորաբար մարզպետները:

 Ի դեպ, տեղերից ստացվող տեղեկությունների համաձայն, ինչպես նախկինում, այնպես էլ հիմա, քիչ չեն այն գյուղապետները կամ տարածքային տարբեր կառույցների ղեկավարները, որոնք պատրաստ են ամեն գնով «արջի ծառայություն» մատուցել իշխանություններին, չնայած, այդ մասին զգուշացրել էր Սուրեն Պապիկյանը՝ նշելով. «Քարոզարշավի ժամանակ որևէ մեկը թող չփորձի արջի ծառայություն մատուցել իշխանությանը»։ 

Ի դեպ, խոսակցություններ են շրջում, որ հանրաքվեին ընդառաջ փորձում են ակտիվանալ և իշխանություններին իրենց ծառայություններն առաջարկել նաև օրենքի հետ խնդիրներ ունեցող որոշ շրջանակներ։
