Սիրելի՛ հայրենակիցներ և համաքաղաքացիներ,
սույն թվականի մարտի 2-ին ՀՀ գլխավոր դատախազության պաշտոնական կայքէջում տեղ է գտել հաղորդագրություն այն մասին, որ Կոտայքի մարզի Աբովյան համայնքի ղեկավարին մեղադրանք է առաջադրվել ՀՀ քրեական օրենսգրքի 3152-րդ հոդվածով։
Այս պահին չեմ անդրադառնում մեղադրանքի առաջադրման ընթացակարգային ու բովանդակային խնդիրներին, որոնք, «մեղմ ասած», խիստ վիճահարույց են իրավունքի, տրամաբանության ու բանականության տեսանկյունից, և միայն հարկ եմ համարում տեղեկացնել իմ սիրելի Աբովյանցիներին, որ որպես Աբովյան համայնքի ղեկավար ես երբևէ որևէ հանցանք չեմ գործել, երբեք համայնքի շահերին հակառակ չեմ գործել, իսկ առաջադրված մեղադրանքում էլ ինձ մեղավոր չեմ ճանաչել։ Ցանկանում եմ նշել նաև, որ որպես «դարի հանցագործություն» ներկայացված դեպքն իրականում վերաբերում է Աբովյան համայնքում անկախությունից հետո առաջին անգամ կատարվող բազմաբնակարանային բնակելի շենքերի շինարարության հետ կապված աննշան մի դրվագի։ Ընդ որում, այդ շինարարությունը կատարվում է բացառապես մասնավոր ներդրումների հաշվին, իսկ դրա ավարտին նախատեսվում է լուծել Աբովյանի շուրջ 1000 ընտանիքի բնակարանային խնդիրները։
Ես դեռևս հակված եմ կարծելու, որ տեղի ունեցածը թյուրիմացության արդյունք է և գործի քննությունը դատախազական նույն պատշաճ հսկողության ներքո մինչ դատական վարույթում կհանգի իր տրամաբանական ու վերջնական ավարտին։ Սակայն, եթե պարզվի, որ տեղի ունեցածը որևէ մեկի դիտավորության կամ դառը կյանքի հետևանքով ստացած ապտակների արդյունքում առաջացած «նեղվածության» փարատման միջոց է, ապա խոստանում եմ մինչև վերջ հետամուտ լինել, որպեսզի այդ անձը կամ անձինք պատասխանատվության ենթարկվեն օրենքի ամբողջ խստությամբ անկախ այն հանգամանքից, թե որքան ժամանակ դա կարող է ինձանից պահանջել։
Ցանկանում եմ շնորհակալություն հայտնել այն բոլոր մարդկանց՝ ընկերներիս, բարեկամներիս, ընտրողներիս, աբովյանցիներիս, ովքեր հավատում են իմ անմեղությանը և շարունակում են վստահել ու աջակցել ինձ։ Վստահեցնում եմ ձեզ, որ ես պատրաստակամ եմ մինչև վերջ պայքարելու մեր համատեղ նպատակների համար ու արդարացնելու այն վստահությունը, որն ինձ տվել են իմ համաքաղաքացիները:
