Հայկական դրամը սկսել է արժեզրկվել. ինչ ազդեցություն կունենա մեզ վրա ռուբլու 20%-ով արժեզրկումը
ECONOMICSՏնտեսագետ Ատոմ Մարգարյանի հետ ԼՈՒՐԵՐ.com-ի թղթակիցը զրուցեց նավթի գնի անկման, ռուբլու արժեզրկման մասին: Անդրադարձանք նաև այն հարցին, թե այդ գործընթացները ինչպես են ազդում մեր տնտեսության վրա:
«Երկուշաբթի օրը նավթի գինը շատ կտրուկ սկսեց ընկնել, բայց այսօր արդեն կամաց-կամաց սկսել է բարձրանալ: Անկումը պայմանավորված էր նրանով, որ նավթարդյունաբերող երկրները համաձայնության չեկան, մասնավորապես՝ Ռուսաստանն ու Սաուդյան Արաբիան: Բայց հիմա, կարծես, ամեն ինչ շտկվում է: Կարծում եմ, որ ինչպես Ռուսաստանին, այնպես էլ Սաուդյան Արաբիային այս վիճակը ձեռնտու չէ»,-ասաց նա:
Տնտեսագետը նշեց, որ այս պահին ռուսական ռուբլին արժեզրկվել է և դրա ազդեցությունը նկատելի ու ցավոտ կլինի այն երկրների և շուկաների համար, որոնք փոխկապակցված են Ռուսաստանի հետ՝ մասնավորապես ԵԱՏՄ երկրների, այդ թվում՝ Հայաստանի. «Այդ ազդեցությունները դրսևորվել և արդեն իսկ դրսևորվում են մասնավոր տրանսֆերտների նվազմամբ, այսինքն՝ Ռուսաստանում եկամուտ ստացող, այնտեղ աշխատող մեր հայրենակիցների եկամուտները, բնականաբար, նվազում են և նրանց փոխանցումները մասնավոր տրանսֆերտների ձևով կարող են նվազել»:
Նա նշեց, որ վերջին երկու ամիսներին ու, մասնավորապես, վերջին օրերին ռուբլին 10 տոկոսով արժեզրկվեց. «Կորոնավիրուսի ազդեցությամբ պայմանավորված՝ մոտ 20 տոկոսով ռուբլին արժեզրկվել է: Բացի այդ, այս պայմաններում լրացուցիչ դժվարություններ են ստեղծվում դեպի Ռուսաստան՝ Հայասատանից ապրանք արտահանողների արտահանումների համար: Ռուբլու արժեզրկումը նշանակում է արտահանողների եկամուտների կորուստ, ապրանքների թանկացում: Ռուսաստանում վճարողունակության անկումը կնպաստի վաճառքի ծավալների կրճատմանը»:
Տնտեսագետը նկատեց, որ, եթե իրավիճակը չկարգավորվի՝ խնդիրներն անխուսափելի կլինեն:
«Այս պահին դեռ չի երևում ռուբլու արժևորման միտում, ավելին՝ դրա ազդեցությունը մենք, անուղղակի, տեսնում ենք, քանի որ հայկական դրամը սկսել է շատ փոքր չափով, բայց արժեզրկվել: Կենտրոնական բանկը վերահսկում է իրավիճակը, մանավանդ, որ վերջին մեկ ու կես տարում դրամը կայուն պահելու հնարավորությունն ավելի է մեծացել»,- ընդգծեց Մարգարյանը:
Տնտեսագետը նկատեց, որ սխալ կլինի, եթե դրամի նախկին արժեքը վերականգնվի, այն դեպքում, երբ մեր գործընկեր երկրներում ազգային արժույթներն էապես արժեզրկվում են, իսկ հայկական դրամը պահպանում է օլիմպիական կայունություն: Նրա կարծիքով, սա սխալ է, քանի որ պետք է ներդաշնակ քաղաքականություն վարել, որպեսզի առևտրի համար լուրջ խնդիրներ չծագեն:
Դիտարկմանը, թե դրամի փոքր-ինչ արժեզրկումը, ինչպե՞ս կանդրադառնա երկրի տնտեսության վրա, նա պատասխանեց. «Այս պահին դրամի փոքր-ինչ արժերկումը չի կարող խնդիրներ առաջացնել: Էական արժեզրկումը կարող է բերել լուրջ խնդիրների, որոնք անխուսափելի կլինեն»:
Տնտեսագետը նկատեց, որ կարող է ենթադրել՝ մի շարք գործոններով պայմանվորված՝ նախորդ տարվա տնտեսական աճը այս տարի չենք ունենա. «Տարին նոր է սկսվել, բայց արդեն իսկ կան մի շարք խնդիրներ, որոնք Հայաստանն իր վրա զգում է: Կարծում եմ՝ պետք է պատրաստ լինենք, որ տնտեսական աճի նախորդ տարվա տպավորիչ ցուցանիշը չենք ունենա»:
