Առողջապահության ոլորտի բարեփոխման առաջնահերթ ուղղություններից է հիվանդանոցային բուժծառայության որակի հետևողական բարձրացումը: Իր վերջին` նոյեմբերի 26- ի նիստում գործադիրն հավանություն է տվել այդ ծառայության ապահովման ռազմավարության միջոցառումների ցանկին: Այն բովանդակում է հիվանդանոցային բու-օգնության ոլորտում մատուցվող ծառայությունների որակի բարձրացմանն ուղղված բարեփոխման հիմնական սկզբունքներն ու մոտեցումները, ինչպես նաև դրանց իրականացման մեթոդներն ու մեխանիզմները: Ցանկը ներառում է որակի խնդիրները համակարգող ենթակառուցվածքները, հիվանդանոցային որակի ցուցանիշները, կլինիկական որակի ապահովման միջոցները, ներհիվանդանոցային վարակների հսկողությունը և կանխումը:
Որոշման ընդունմամբ կապահովվի երկրի բնակչության երկարաժամկետ և կայուն առողջական արդյունք ունենալու համար առանցքային նշանակություն ունեցող բարձրորակ և արդյունավետ առողջապահական համակարգ, ոլորտում մատուցվող ծառայությունների պատշաճ մակարդակ և դրանց որակի մշտական բարելավում:
Ցանկի հիմնական խնդիրն է մշակել և ՀՀ հիվանդանոցային կազմակերպություններում ներդնել բուժծառայության որակի խնդիրների ակտիվ բացահայտման և դրանց լուծման միջոցով որակի ապահովման և բարելավման կայուն գործընթացներ` հիմքում ունենալով համակարգային մոտեցում, կանոնակարգված մեթոդաբանություն, ընթացակարգեր և գործիքներ: Մասնավորապես, նախատեսվում է մշակել և հաստատել կարևոր նշանակություն ունեցող այնպիսի փաստաթղթեր, ինչպիսիք են կլինիկական ուղեցույցը, պացիենտի վարման գործելակարգը, գործունեության ընթացակարգը, ինչպես նաև մասնագիտական բնութագրերը:
Որոշման նախագիծը մշակել են ՀՀ առողջապահության նախարարության աշխատակազմի հիվանդանոցային բժշկական օգնության քաղաքականության, հանրային առողջության բաժինները, իրավաբանական վարչությունը և նախարարության առողջապահական պետական տեսչությունը:
Ծրագրի իրագործմամբ հնարավոր կլինի բուժաշխատողների գործունեությունը համապատասխանեցնել ապացուցողական բժշկության չափանիշներին, խթանել նրանց մասնագիտական ուսուցման նախանձախնդրությունը, կանխել ներհիվանդանոցային վարակները, նվազեցնել բժշկական սխալները, առավել արդյունավետ օգտագործել առողջապահության ռեսուրսները և, իբրև այս ամենի արդյունք, բարելավել բնակչության առողջական վիճակը:
