Արտակարգ դրություն. ինչի մասին է վկայում կառավարության վերջին նիստը
ANALYSISԿառավարությունն այսօր քննարկում էր կորոնավիրուսի համաճարակով պայմանավորված Հայաստանի ողջ տարածքում արտակարգ դրություն սահմանելու հարցը, քննարկումը տեղի էր ունենում ուղիղ եթերում և պետք է նշել, որ թերևս սա այն դեպքն է, երբ դռնփակ քննարկումը շատ ավելի շահավետ և ձեռնտու կլիներ իշխանությունների համար: Պատճառն էլ պարզ է. նման անկազմակերպ մոտեցում չէին ակնկալում անգամ իշխանությունների ամենամոլի հետևորդները: Բանն այն է, որ շատ փորձագետների կարծիքով արտակարգ դրությունը պետք է սահմանվեր ավելի վաղ, այս առումով կառավարությունը ուշացել է, սակայն այսօր էլ լսելով պաշտոնյաների քննարկումը՝ հասկանալի դարձավ, որ մենք գործ ունենք ոչ պրոֆեսիոնալ կառավարիչների թիմի հետ:
Դիցուք՝ ԱԳ նախարար Զոհրաբ Մնացականյանն ի սկզբանե հայտարարեց, որ առնվազն երկու շաբաթով հարկավոր է արգելել օտարերկրացիների մուտքը Հայաստան եւ ՀՀ քաղաքացիների ելքը։ Ավելի քան մեկ ժամ տևած քնարկումներից հետո կառավարության անդամներն այդպես էլ ընդհանուր հայտարարի չեկան։ Զոհրաբ Մնացականյանը 15 րոպե ընդմիջում խնդրեց, սակայն Նիկոլ Փաշինյանը որոշեց մեկ ժամ ընդմիջում հայտարարել, քանի որ որոշման նախագծում անճշտություններ կային։ Կառավարության նիստին պատկան գերատեսչությունների ղեկավարները նոր-նոր էին որոշում կայացնում, մինչդեռ այդ նիստում ոչ թե երկար բարակ քննարկումներ պետք է լինեին, այլ արդեն իսկ կայացրած որոշումների հրապարակում: Նույն՝ ելքի և մուտքի սահմանափակման հարցերը չպետք է քննարկվեին ոտքի վրա՝ առանց համապատասխան ուսումնասիրությունների, միջազգային փորձը հաշվի առնելու: Ինչպես ասում են ՝ արտակարգ իրավիճակները սթրես-թեստ են ցանկացած իշխանության համար, իսկ մեր պաշտոնյաների մոտ ակնհայտ կերպով երևում է ճգնաժամային իրավիճակներում կառավարման փորձի բացակայությունը, ինչը կարող է ճակատագրական նշանակություն ունենալ:
