Հայաստանի քաղաքական համակարգի և կուսակցությունների հանդեպ անվստահության պարագայում խորհրդարանական կառավարման մոդելը կարող է կայացնել երկրում վստահություն չվայելող քաղաքական ինստիտուտները: «Արմենպրես»-ի հաղորդմամբ` Սոցիալ Դեմոկրատ Հնչակյան կուսակցության Հայաստանի վարչության կողմից կազմակերպված «Սահմանադրական բարեփոխումներ. հեռանկարներ» թեմայով խորհրդաժողովին հայտնեց ՍԴՀԿ Հայաստանի վարչության ատենապետՆարեկ Գալստյանը:
«Խորհրդարանական կառավարման համակարգը ժողովրդավարությանամենաբարձր դրսևորումն է: «Ոչ»-ի ճակատի կողմնակիցներըՍահմանադրական փոփոխությունների նախագծի հանրաքվեն դիտարկում են իբրև իշխանությունների լինել-չլինելու հարց, ինչն անընդունելի է:Հնչակյան կուսակցության համար, ինչպես և ընդդիմադիր բոլոր կուսակցությունների համար, անընդունելի են ինչպես արտագաղթը,մենաշնորհը, սոցիալական անարդարությունները, սակայն դա չի նշանակում, որ նրանք ավելի ընդդիմադիր են, քան մյուս կուսակցությունները: Հայաստանի Հանրապետությունում չի գործումընդդիմության ֆակուլտետ և որևէ հաստատության կողմից չեն բաժանվումընդդիմության դիպլոմներ», - նշեց Նարեկ Գալստյանը:
Անդրադառնալով «Ոչ»-ի կողմնակիցների այն պնդումներին, թե Սահմանադրական փոփոխությունների նախագիծն անհրաժեշտ է իշխանություններին` վերարտադրության խնդիրը լուծելու համար` Նարեկ Գալստյանն ասաց հետևյալը. «Այս աշխարհիցանկացած երկրի իշխանություն ցանկանում է վերարտադրվել, ինչը տարրական քաղաքագիտական նորմ է: Եթե իշխանությունների համար դա լիներ իրական նպատակը, ապա ոչինչ չէր խանգարի երկրի նախագահին դառնալ < /b>վարչապետ, ապա նորից առաջադրվել նախագահի պաշտոնում»:
