• Քիչ առաջ խոսեցի ԱՀ առողջապահության նախարարի հետ, նա տեղեկացրեց, որ Արցախում արդեն 71 հոգուց կորոնավիրուսի թեսթ է վերցվել, և բոլորն էլ բացասական են եղել: Ուստի, պետք չէ ապատեղեկատվություն տարածել, որևէ դրական դեպք չկա, ներառյալ՝ Շուշիի մեկուսացածների մոտ:
• Հեռախոսազրույցներ եմ ունեցել նաև պետական նախարարի, գյուղատնտեսության նախարարի և կենտրոնական ընտրական հանձնաժողովի նախագահի հետ: Քննարկել ենք պետության կողմից իրականացվող և պլանավորվող կանխարգելիչ քայլերը, ես որոշ առաջարկներ եմ ներկայացրել նրանց: Շարունակում եմ քննարկումները պետական լիազոր պաշտոնյաների հետ:
• Բարձր եմ գնահատում առ այսօր կատարված ջանքերը և՛ պետական մարմինների, և՛ բուժաշխատողների ու այլ ընդգրկված անձանց կողմից: Միևնույն ժամանակ, հաշվի առնելով ՀՀ-ում ստեղծված իրավիճակը, դրանով պայմանավորված ռիսկերի աճը և շատ քաղաքացիների վարքի դժվար կառավարելիությունը, պետությունը պետք է մտածի ավելի խիստ միջոցներ կիրառելու մասին: Կարծում եմ՝ դրանք կարող են ներառել՝
- Արցախ մուտքի համար լրացուցիչ սահմանափակություններ,
- Կասկածելի անձանց ինքնամեկուսացման երաշխավորում նաև վարչական միջոցներով,
- Հատկապես փակօթյա հանրային միջոցառումների/հավաքների սահմանափակում,
- Սննդի անվտանգության ու հիգիենայի ապահովման ուղղությամբ լրացուցիչ (ներառյալ՝ հարկադրական) մեխանիզմների կիրառում արտադրության և վաճառքի փուլերում:
• Այս փուլում կարևորելով նաև քաղաքացիների ընտրական իրավունքների իրացման համար պատշաճ պայմանների ապահովումը՝ հույս ունեմ, որ քարոզարշավ իրականացնող թեկնածուներն ու քաղաքական ուժերը, նույնիսկ առանց պետական պարտադրանքի, սեփական նախաձեռնությամբ կդադարեցնեն հատկապես փակօթյա հանդիպումները և կվերանայեն քարոզարշավի ձևաչափերը: Դա անհրաժեշտ է ոչ միայն հանրային առողջության պահպանման, այլ նաև ընտրական իրավունքների հետագա ու վերջնական իրացումը երաշխավորելու նպատակներով: Պետք է մեր քայլերով ու պատասխանատվությամբ նվազեցնենք կամ գոնե դանդաղեցնենք առողջապահական ու ընտրական իրավունքների հանդեպ վերահաս ռիսկերը:
• Պատկան մարմինների հետ քննարկում ենք նաև ընտրությունների քվեարկության օրն ընտրողների ու ընտրական գործընթացում ընդգրկված այլ անձանց առողջապահական անվտանգության մակարդակը բարձրացնելու հնարավոր լուծումները: Հուսով եմ, որ այնպիսի մեխանիզմներ կկիրառվեն, որոնք մեծապես կչեզոքացնեն այդ զանգվածային ու կարևոր միջոցառման ռիսկերը հանրային առողջության հանդեպ:
• Դե իսկ մեր բոլոր հայրենակիցներին էլ եղբայրաբար խնդրում և ի պաշտոնե հորդորում եմ բարձր պատասխանատվությամբ վերաբերվել իրավիճակին, հետևել հիգիենայի ու ինքնամեկուսացման վերաբերյալ առողջապահության նախարարության ցուցումներին, հորդորել շրջապատի անձանց ևս նույնը կատարել և չստուգված տեղեկություններ չտարածել: Պետք է գիտակցել, որ մեզնից յուրաքանչյուրից կարող է կախված լինել հատկապես խոցելի առողջություն ունեցող մեր հայրենակիցների կյանքը:
