Կոմիտեների նիստերի «ստվերը»
POLITICSՀաճախ է խոսվում, որ կառավարության նիստերը բավականին երկար ու ձանձրալի են անցնում, նշվում է, որ քննարկվող հարցերի շուրջ ներկայացվում են տարբեր տեսակետներ, տեղի են ունենում խորքային բանավեճեր։ Անշուշտ, այլակարծությունն ինքնին դրական է և օգնում է գտնել լավագույն լուծումը: Սակայն փորձագետների համոզմամբ, դրանց համար կան կոմիտեների նիստեր ու այլ խողովակներ, և բուն կառավարության նիստում պետք է քննարկվեն առավել էական խնդիրները:
Ըստ էության, կառավարության նիստերն այնպիսի տպավորություն են թողնում, որ ներկայացվող նախագծերը, որոնք իրականում ունեն լուրջ ու կարևոր նշանակություն պետության կյանքը կանոնակարգելու համար, համապատասխան բովանդակային քննարկում չեն անցնում կառավարության նիստից առաջ տեղի ունեցող կոմիտեների նիստերում։ Ավելին, տեղեկություններ ենք ստանում, որ կոմիտեների աշխատանքները հավուր պատշաճի չեն կազմակերպվում, հաճախ անհրաժեշտ ներգրավվածություն հնարավոր չի լինում ապահովել։ Խոսքը ներկա փուլի մասին չէ, քանի որ ներկայումս գերծանրաբեռնված ռեժիմ է տիրում ողջ հանրապետության տարածքում, բոլոր պատկան մարմինների անելիքները կրկնապատկվել են: Խնդիրը առավել գլոբալ է և վերաբերում է ոչ արտակարգ ռեժիմով աշխատանքային շրջանին:
Հենց դա է պատճառը, որ հաճախ ենք ականատես լինում, երբ կառավարության նիստի ժամանակ վարչապետը հորդորում է հարցը հետ տանել և հանգամանալից ու հանգիստ ռեժիմով քննարկել կոմիտեների նիստում։
Նիստերի ընթացքից պարզ է դառնում նաև, որ որոշակի խնդիրներ կան նաև վարչապետի հանձնարարականների կատարման վերաբերյալ, երբ մի քանի ամիս առաջ տրված հստակ հանձնարարականները որոշակի ժամանակ հետո մնում են անկատար, ավելին, կառավարության նիստերի ժամանակ ականատես ենք լինում տարբեր չինովնիկների կողմից տրվող անհասկանալի հիմնավորումների ու պարզաբանումների, որոնք, բնականաբար, կոշտ արձագանք են ստանում կառավարության ղեկավարի կողմից։
