Սոցիալական պետությանը բնորոշ՝ Ծառուկյանի կողմից մատնանշված մեխանիզմները երեկ Ռուսաստանը կիրառեց իր քաղաքացիների համար

Առողջապահության համաշխարհային կազմակերպության կողմից պանդեմիա հայտարերելուց հետո, բնականաբար հետևում ենք նաև միջազգային փորձին, երկրում տիրող իրավիճակն հաղթահարելու համար: Բոլոր պետությունների աջանորդներն ու հասարակական լայն վստահություն և հարգանք վայելող հասարակա-քաղաքական գործիչները, ուղերձներով են հանդես գալիս և ներկայացնում իրենց տեսլականն ու անելիքները՝ վիրուսի հաղթահարման և պետության տնտեսության առողջացմանն ուղղված:
ԲՀԿ նախագահ Գագիկ Ծառուկյանը դեռևս ամիսներ առաջ բարձրաձայնեց ՀՀ տնտեսության առողջացման իր տեսլականի մասին, իսկ արդեն երեկ հստակ առաջարկների փաթեթ ներկայացրեց Կառավարությանը՝ բանկերում վարկերի տոկոսների սառեցման, ՓՄՁ ներկայացուցիչներին օժանդակություն տրամադրելու, օրավարձով աշխատող մարդկանց պետության կողմից տրամադրվող աջակցության և մի շարք այլ հարցերի վերաբերյալ: Այս ամենը տրամաբանական է քանզի սոցիալական պետության տեսանկյունից, ֆորսմաժորային իրավիճակներում պետությունը պետք է հոգ տանի իր քաղաքացիների համար: Սա է վկայում նաև միջազգային փորձը, երբ տեսնում ենք ինչպես են պետությունները հաղթահարում այս իրավիճակը: Օրինակ երեկ ՌԴ նախագահ Վլադիմիր Պուտինը հանդես եկավ տեսաուղերձով՝ առաջարկելով մի շարք կարգավորումներ: Բնականաբար փաթեթի մեծ մասը վերաբերվում էր բանկային տոկոսների սառեցմանը, ՓՄՁ-ներին աջակցելու ծրագրին և արտակարգ դրության հետևանքով պարապուրդի մատնված քաղաքացիներին օժանդակելուն: Այսինքն ԲՀԿ ղեկավարի առաջա քաշած, տնտեսության առողջացման գործիքակազմը պրակտիկ և այն կիրառում են նաև ամբողջ աշխարհում և ըստ էության նոր հեծանիվ հնարելու անհրաժեշտություն չկա, մինչդեռ հետևելով հայաստանյան ԶԼՄ-ների և որոշ ուղղորդված ֆեյսբուքյան ստատուսչիկների մեկնաբանությունները, հասկանում ես, որ խանդով են վերաբերվում Գագիկ Ծառուկյանի խորհուրդներին, առանց գիտակցելու, որ այստեղ քաղաքական դիվիդենտ կամ շահ փնտրել պետք չէ, այստեղ հանրության ու պետության շահն է և այս պարագայում ինչպես երեկ ԲՀԿ-ի հատուկ նիստին ասեց Գագիկ Ծառուկյանը, հարկավոր է միասնականություն:
Սա շատ լուրջ մարտահրավեր է մոլորակին և բոլոր այն պետությունները, որոնք կգիտակցեն և միահամուռ ուժերով կպայքարեն համաճարակի ու ստեղծված տնտեսական ճգնաժամի դեմ, բնականաբար ավելի փոքր կորուստներով դուրս կգան այս ամենից, իսկ այն պետությունները որտեղ առաջնահերություններ կտրվեն քաղաքական ասպեկտներին, բնականաբար լավ ապագա չի սպասվի, ինչի արդյունքում էլ կտուժի շարքային քաղաքացին:
Սթափվեք և միախմբվեք, դա է նաև ժողովրդի պահանջը, ում անվտանգության, առողջության և սոցիալական բարեկեցության համար պատասխանատուները բոլորս ենք, ամեն մեկն անհատապես:
