Նախարարություն պետք չէր, բայց ոլորտը ռազմավարական է
POLITICSԳյուղատնտեսության առջև ծառացած խնդիրների լուծման, մրցունակության բարձրացման տեսանկյունից առանձնահատուկ կարևորվում է գյուղացիական տնտեսությունների համատեղ գործունեությունը, մասնավորապես` կոոպերատիվների ձևավորման միջոցով: Այս մասին գրեթե ամեն հարմար առիթով բարձրաձայնում են ոլորտի մասնագետները՝ վերահաստատելով այն պնդումը, որ կոոպերատիվների միջոցով հեշտ է հասնել ցանկալի արդյունքի։ Հընթացս շատ է խոսվել այն մասին, որ կոոպերացիայի խթանման քաղաքականությունն ագրարային ոլորտում վարվող պետական քաղաքականության կարևոր բաղկացուցիչներից է:
Երեկ կառավարության նիստում որոշում կայացվեց ՀՀ գյուղաբնակներին հատուկ առաջարկ ներկայացնել, որպեսզի նրանք կազմեն գյուղական կոոպերատիվներ և դիմեն կառավարությանը՝ պետական միջոցներով վարկեր ստանալու համար։ Իր այս քայլով կառավարությունը ցանկանում է մեղմել ՀՀ-ում ներկայումս ստեղծված իրավիճակը:
Ինչ խոսք, նախաձեռնությունը բավականին լավն է և գովեստի արժանի, սակայն այս պատմության մեջ առավել ուշագրավն այն է, որ կառավարությունը ռազմավարական ոլորտ է հռչակում գյուղատնտեսությունը՝ նույն այն ոլորտը, որը չնայած Հայաստանի նման պետության համար այնչափ կենսական նշանակություն ունի, սակայն առանձին նախարարություն պահելու կարիք չզգացվեց:
Իսկ ինչ վերաբերում է կոոպերատիվներ կազմելուն, ապա այս գաղափարը նոր չէ, այն նախկին «կոռումպացված ռեժիմի» վարչապետ Կարեն Կարապետյանի նոու-հաուն էր։ Հենց Կարեն Կարապետյանն էր, որ ցանկանում էր և արդեն նախաձեռնել էր, իր խոսքերով ասած, «գյուղատնտեսական սպեցնազ» ստեղծել:
