Ռոբերտ Քոչարյանը ուղերձ է հղել Արցախի Հանրապետության ժողովրդին
POLITICSԼՂՀ առաջին և ՀՀ երկրորդ Նախագահ Ռոբերտ Քոչարյանն այսօր ուղերձ է հղել Արցախի Հանրապետության ժողովրդին: Ուղերձը՝ ստորև.
«Սիրելի արցախցիներ.
Այս ճակատագրական օրերին ձեզ եմ դիմում` փոխանցելու մտահոգություններս և կիսվելու մտորումներով։
Արդեն մի քանի օր է, ինչ Հայաստանի Հանրապետությունում, աշխարհի բազմաթիվ այլ երկրների օրինակով, արտակարգ դրություն է հայտարարված՝ կանխելու համար նոր կորոնավիրուսի համաճարակը։ Արցախում այս պահի դրությամբ վարակի հաստատված դեպք դեռևս չի գրանցվել։ Սակայն Հայաստանի և Արցախի սերտ փոխկապակցվածությունը կորոնավիրուսի ներթափանցման և տարածման տեսանկյունից ակնհայտ վտանգներ է առաջացնում։ Եվ սա խոր անհանգստության տեղիք է տալիս, քանի որ կանխարգելման անհրաժեշտ միջոցառումների անբավարար լինելու պայմաններում համաճարակը կարող է արագորեն տարածվել և բազմաթիվ կյանքեր խլել։ Այն կարող է նաև լրջագույն հարված հասցնել մեր անվտանգությանը, հատկապես` առկա աշխարհաքաղաքական իրավիճակում։
Այս առումով Արցախի Հանրապետության ղեկավարությունը դժվարին ընտրության առաջ է կանգնած և պետք է պատասխանատու որոշումներ կայացնի՝ անվերապահորեն գերադասելով Արցախի և արցախցիների անվտանգությունը։ Հուսով եմ, որ իշխանություններն ամենայն ուշադրությամբ հետևում են իրավիճակին և անհրաժեշտության դեպքում պատրաստ են արտակարգ միջոցներ կիրառել հնարավոր վտանգները կանխելու համար։
Ստեղծված իրավիճակում կարևորագույն նշանակություն է ստանում նաև հասարակության համախմբվածությունը։ Հասկանալի է, որ անցած քարոզարշավը որոշակի օբյեկտիվ դժվարություններ է առաջացրել այս իմաստով։ Դիմում եմ քաղաքական գործընթացի մասնակիցներին և բոլոր արցախցիներին. առավելագույն պատասխանատվություն և զսպվածություն ցուցաբերեք այս լրջագույն ու համազգային մարտահրավերը պատվով հաղթահարելու համար։
Անցնող ամսվա իրադարձություններին և իրավիճակի զարգացումներին հետևելիս ևս մեկ անգամ համոզվեցի, որ գալիք տարիների համար Արցախին հերոսական անցյալով, ճգնաժամային իրավիճակներին դիմակայելու և պատասխանատու որոշումներ կայացնելու ունակ ղեկավար է պետք։ Հուսով եմ, որ արցախցիները կընտրեն այն մարդուն, ով իր կյանքով է ապացուցել անմնացորդ նվիրվածությունը Արցախի անկախության գաղափարին:
Սիրելի արցախցիներ, ճակատագրական այս օրերին ուժ, անկոտրում կամք ու միասնականություն եմ մաղթում ձեզ։ Տասնամյակներ առաջ միասին մենք անմարդկային դժվարություններ ենք հաղթահարել, հաղթանակել ենք պատերազմում ու ինքնիշխան երկիր կառուցել։ Վատահ եմ՝ նույն միասնականությամբ կհաղթահարենք նաև այսօրվա մարտահրավերները»։
