Կորոնովիրուսի պատճառով ո՞ր երկրներն են հետաձգել ընտրություններ. «Իմ քայլի» պատգամավորի գրառումը
SOCIETYԱԺ «Իմ քայլը» խմբակցության պատգամավոր Համազասպ Դանիելյանը facebook-ի իր էջում ներկայացրել է, թե ով երկրներն են կորոնավիրուսի տարածման վտանգով պայմանավորված հետաձգել ընտրությունները եւ որ երկրները չեն հետաձգել:
Ստորեւ ներկայացնում ենք գրառումն ամբողջությամբ»:
Կարծում եմ կհամաձայնեք, որ ստորեւ նշվածները կարեւոր են ցանկացած ընտրությունների եւ այդ ընտրությունների միջոցով ձեւավորած իշխանությունների լեգիտիմության համար՝
ա. քաղաքացիների մասնակցության բարձր մակարդակ եւ մասնակցության հետ կապված նվազագույն ռիսկեր,
բ. տեղամասերի դիտարկման հնարավորինս մեծ ծածկույթ,
գ. միջազգային դիտորդների եւ լրատվամիջոցների առկայություն:
Ուստի ընտրությունների անցկացման-չանցկացման հարցը քննարկողները պետք է հաշվի առնեն այս հանգամանքը: Նման երկընտրանքի առաջ կանգնել են բազմաթիվ երկրներ: Կից քարտեզում ներկայացված են բոլոր այն պետությունները, որտեղ համաճարակի պատճառով հետաձգվել են քվեարկություններ (առնվազն 35 դեպք):
7 պետություններում քննարկում են հետաձգման հնարավորությունները: Կա նաեւ 3-4 դեպք, երբ ընտրությունները չեն հետաձգվել․ մարտ ամսի վերջին շաբաթվա եւ ապրիլ ամսվա ընթացքում նախատեսված ընտրություններից դեռեւս չեն հրաժարվել՝
1. խորհրդարանական ընտրություններ անցկացնող Մալին (մարտի 29), որտեղ դեռ 2018 թվականից նախատեսված այս ընտրությունները արդեն հետաձգվել են երկու անգամ, իսկ ընդդիմության առաջնորդին առեւանգել են քվեարկությունից մի քանի օր առաջ,
2. տեղական ընտրություններ անցկացնող Ավստրալիայի Քուինզլենդ նահանգը (մարտի 29), որտեղ հնարավոր է փոստային քվեարկություն եւ մոտ կես միլիոն ընտրող հենց այդ եղանակով է ընտրել,
3. խորհրդարանական ընտրություններ անցկացնող Հարավային Կորեան (ապրիլի 15), որտեղ քվեարկության կարգի ու անվտանգության հետ կապված նորամուծություններ են նախատեսել:
