Կասկածելի նախաձեռնություններ՝ առանց արդյունավետության և հիմնավորումների
POLITICSԱյս իշխանությունների համար արդեն սովորական երևույթ է դառնում կիսատ-պռատությունը բոլոր նախաձեռնությունների մեջ: Երեկ էլ հրավիրված արտահերթ նիստում կառավարությունը ներկայացրել էր իբր կորոնավիրուսի տարածման դեմ ուղղված երկու օրենսդրական նախագիծ, որոնք, ինչպես ցույց տվեցին քննարկումները, ուղղակի «ոտքի վրա» կազմված նախաձեռնություններ էին:
Ու պատահական չէ, որ քննարկումների ժամանակ պարբերաբար բարձրացվում էր դրանց արդյունավետության և հիմնավորվածության հարցը: Ընդ որում, նաև «իմքայլական» որոշ պատգամավորների կողմից: Մասնավորաբար, անձնական տվյալներին միջամտելու հնարավորություն տվող փաթեթի քննարկման ժամանակ բարձրացվեցին բազմաթիվ հարցեր, որոնց պատասխանները, սակայն, այդպես էլ չտրվեցին արդարադատության նախարարի կողմից:
Ոլորտի տարբեր մասնագետներ քննարկումներին զուգահեռ սոցցանցերում ու ԶԼՄ-ներում բարձրաձայնում էին բազմաթիվ մտահոգիչ հարցերի մասին, այդ թվում՝ մշակված տվյալներին մուտք ունեցող մարմինների շրջանակի, տվյալների պահպանման ժամկետների, այդ տվյալների արտահոսքի բացառման երաշխիքների և այլ հարցերի մասին:
Հիմնավորվածությունն ու անորոշությունն այնքան մեծ է, որ փորձագետների որոշակի շրջանակ հստակ արձանագրում էր, որ կառավարության այս նախաձեռնության արդյունավետությունը կարանտինի տեսանկյունից գրեթե զրոյական է, սակայն կարող է իշխանությունների համար հիանալի գործիք դառնալ քաղաքական վերահսկողության տեսանկյունից:
Ճիշտ է, 57 կողմ ձայնով «Իմ քայլը» առաջին ընթերցմամբ մի կերպ անցկացրեց նախագիծը, բայց խնդիրն այն չէ, թե ի վերջո ինչ փոփոխություններ են կրում նման նախագծերը մինչև վերջնական ընդունումը, կամ ինչ ճակատագիր են ունենում, էականն այս պարագայում ավանդական դարձող գործելաոճն է ու, առավել ևս, այն հնարավոր մութ նպատակները, որոնք առկա են նման նախաձեռնությունների կոնտեքստում:
