ԱԺ-ն երեկ առաջին ընթերցմամբ ընդունեց «Արտակարգ դրության իրավական ռեժիմի մասին» ՀՀ օրենքում լրացումներ կատարելու մասին և «Էլեկտրոնային հաղորդակցության մասին» օրենքում լրացումներ կատարելու մասին օրենքների նախագծերը: Կողմ քվեարկեց 57, դեմ՝ 24, ձեռնպահ՝ 1 պատգամավոր: Կասկած չկա, որ այս սկանդալային օրինագիծն ամբողջությամբ ընդունվելու է՝ չնայած այն հանգամանքին, որ «քայլող» մի քանի պատգամավորներ երեկ դահլիճում էին, սակայն ցուցադրաբար հրաժարվեցին կողմ քվերակել նախագծին։

Նախագծով նախատեսվում է հանրային էլեկտրոնային հաղորդակցության ծառայություններ ստացող հաճախորդների կողմից օգտագործվող ծառայության վայրը պարզելու համար անհրաժեշտ տվյալների հավաքագրում, այլ խոսքով՝ մեզ կարող են օրենքով ստիպել մեր հեռախոսներում ինչ-որ հավելված ներբեռնել՝ մեր վարքագիծը և առողջական վիճակը վերահսկելու համար, մեր բջջային կապի օպերատորներին օրենքով ստիպում են գործադիրին փոխանցել տեղեկություններ մեր հեռախոսազանգերի ու sms-ների հասցեատերերի, ժամանակի ու տևողության մասին։
Արդարադատության նախարարը փորձում էր միջազգային ինչ-որ փորձ վկայակոչել, սակայն վիճակն ավելի տրագիկոմիկ էր դառնում, որովհետև՝ եվրոպական որևէ երկիր քաղաքացիների ազատության նման սահմանափակումների չի գնացել։
Իրերը պետք է կոչել իրենց անուններով։
Մինչև մարտի կեսերը կառավարությունը զբաղված էր սահմանադրական հանրաքվեով ու, ցավոք, տապալեց կանխարգելիչ աշխատանքները։ Եթե նույնիսկ նման օրենքը կարող էր հաղթել կորոնավիրուսին, ապա՝ այն փուլում, երբ Նիկոլը զբաղված էր բուկլետ բաժանելով։ Հիմա նման օրենք ընդունելը կորոնավիորւսի դեմ պայքարին չի կարող օգնել, սակայն ավելի սանձարձակ կդարձնի ոստիկանությանն ու ԱԱԾ-ին ու ավելի խեղճացած՝ հպարտությունը կորցնող քաղաքացուն։
Իշխանությունը խնդիրը սրում է՝ պնդելով, թե իրեն պետք է հավատանք։
Հավատալը քաղաքական կատեգորիա չէ, մանավանդ, որ նույն իշխանությունը շաբաթներ առաջ կորոնավիրուսին նունիսկ շան տեղ չէր դնում, իսկ հիմա բոլորիս վրա «ժուչոկ» է ուզում դնել՝ այդ «կենդանուն» հաղթելու համար։ Կամ՝ ինչի՞ն հավատամ, նրան, որ քաղաքացիների անձանական տվյալները վստահվելու են չբարեփոխված ԱԱԾ-ի՞ն ու ոստիկանությա՞նը։ Քվանշ, չեմ հավատում։
Ուզո՞ւմ եք հաջողել համաճարակի դեմ պայքարում։ Զանգվածային թեստավորում արեք․ դրա շնորհիվ Գերմանիան եվրոպական առաջատար երկրների շարքում մահացության ամենացածր ցուցանիշներն է արձանագրել։ Կարծում եմ՝ զանգվածային թեստավորումը չեկիստական օրինագծից ավելի էժան կնստի հարկատուներիս վրա ու բացի այդ՝ շատ ավելի արդյունավետ է՝ բոլոր առումներով։
Մի բան էլ ասեմ՝ կորոնավիրուսը Նիկոլի իշխանությունից խլում է իր միակ արժեքավոր ռեսուրսը՝ ժողովրդավարությունը։ Մնում է պոպուլիզմը, որը ավտորիտարիզմի հակվելու գայթակղություն ունի, բայց Նիկոլենց պարագայում՝ զրոյական շանսով։ Ավտորիտարիզմը որոշակի համակարգ է ենթադրում, որն այս իշխանությունը չունի։ Եթե նման համակարգ լիներ, մինչև մարտի կեսերը կորոնավիրուսը՝ չնայած օդանավակայանում և սահմանային անցակետերում կարանտինային ռեժիմ մտցնելու բազմաթիվ զգուշացումներին, Հայաստան «մուտքի ազատ ռեժիմ» չէր ունենա։
Աշխարհը փոխվում է, բաց հասարակությունները ավելի փակ են դառնում, պետության դերը ուժեղանում է՝ բոլորիս ազտությունների հաշվին, մեծանում է ուժեղ կառավարությունների անհրաժեշտությունը։ Բայց պոպուլիստական կառավարությունն ուժեղ դառնալ չի կարող՝ միայն ավտորիտար օրենսդրություն ընդունելով։
