Կլուծվի աղետի գոտում շահառու ճանաչված 228 ընտանիքի բնակարանային խնդիրը
SOCIETYՔաղաքաշինության կոմիտեն հանրային քննարկման է ներկայացրել նախագիծ, որով առաջարկում է փոփոխություններ և լրացումներ կատարել ՀՀ կառավարության 2019 թ.-ի դեկտեմբերի 26-ի N1919-Ն որոշման մեջ՝ 2020 թ.-ի պետբյուջեով նախատեսված հատկացումների հաշվին աղետի գոտու բնակավայրերում երկրաշարժի հետևանքով անօթևան մնացած ընտանիքների բնակարանային ապահովման պետական աջակցության միջոցառումները հաստատելու նպատակով:
Ընդգծենք, որ հաշվի առնելով աշխատանքի և սոցիալական հարցերի նախարարության համաձայնությունը՝ նախագիծը մշակվել է քաղաքաշինության կոմիտեի կողմից՝ մարզպետարանների, «Հայաստանի Ֆուլեր տնաշինական կենտրոն» բարեգործական հասարակական կազմակերպության ղեկավարի հետ քննարկումների արդյունքում:
Այս նախագծի նպատակն է ամրագրել աղետի գոտում բնակապահովման ծրագրի շարունակական իրականացման և ավարտման համար 2020 թ.-ի պետական բյուջեով նախատեսված հատկացումների հաշվին իրականացվելիք միջոցառումները, որոնց իրականացման արդյունքում ակնկալվում է լուծել ծրագրի շահառու ճանաչված 228 ընտանիքի բնակարանային խնդիր և դրանով ավարտել շահառու ճանաչված ընտանիքների նկատմամբ ձևավորված պետական պարտավորությունների կատարումը:
Հիմնավորման մեջ նշվում է, որ որոշման նախագիծը մշակվել է՝ հիմք ընդունելով կառավարության 2019 թ.-ի մայիսի 16-ի N650-Լ որոշման 1-ին կետով հաստատված՝ ՀՀ կառավարության 2019-2023 թվականների գործունեության միջոցառումների ծրագրի կատարումն ապահովող միջոցառումների ցանկի 369.1 կետը և պայմանավորված է աղետի գոտու բնակավայրերում երկրաշարժի հետևանքով անօթևան մնացած ընտանիքների բնակարանային խնդիրների լուծման նպատակով պետական աջակցությամբ իրականացվող բնակապահովման ծրագրի շարունակական իրականացման և ավարտման համար 2020 թ.-ի պետական բյուջեով նախատեսված հատկացումների հաշվին իրականացվելիք միջոցառումներն ամրագրելու անհրաժեշտությամբ:
Ծրագրի շրջանակներում Շիրակի, Լոռու և Արագածոտնի մարզերի բնակավայրերում շահառու ճանաչված 5405 ընտանիքից (ներառում է նաև բնակարանային պայմանների բարելավման իրավունքը վերականգնած ընտանիքների թիվը) 2008-2017 թվականներին մոտ 65 մլրդ դրամ միջոցների հաշվին լուծվել է 4839 ընտանիքի բնակարանային խնդիր:
2018 թվականի պետական բյուջեով հատկացված 560.0 մլն դրամի հաշվին՝ կառավարության 2018 թվականի նոյեմբերի 22-ի N1339-Ն որոշման համաձայն, ներկայումս լուծման ընթացքում է գտնվում Լոռու մարզի գյուղական բնակավայրերի 44 ընտանիքի բնակարանային խնդիր, իսկ տնտեսված միջոցների հաշվին կառուցման փուլում է գտնվում ևս 7 ընտանիքի բնակարանային խնդիր:
2019 թվականին հատկացված 1,851.6 մլն դրամի հաշվին լուծման փուլում է գտնվում 288 ընտանիքի խնդիր, որից 2019 թվականի պետական բյուջեով ծրագրի իրականացման համար նախատեսված 560.0 մլն դրամի հաշվին 61, իսկ կառավարության պահուստային ֆոնդի հաշվին հատկացված 1,291.6 մլն դրամի հաշվին՝ 227 ընտանիքի բնակարանային խնդիր: Արդյունքում դեռևս լուծման կարիք ունի 228 ընտանիքի բնակարանային խնդիրը, որը կառավարության 2019 թվականի մայիսի 16-ին կայացած նիստում հավանության արժանացած՝ կառավարության 2019-2023 թվականների գործունեության միջոցառումների ծրագրի համաձայն, նախատեսված է լուծել 2020 թվականին:
Նախագծի ընդունման դեպքում պետական բյուջեում կամ տեղական ինքնակառավարման մարմինների բյուջեներում ծախսերի և եկամուտների ավելացումներ չեն առաջանում: Որոշումն ուժի մեջ է մտնում պաշտոնական հրապարակմանը հաջորդող օրվանից:
