Նոր որոշում. Մինչեւ 18 տարեկան երեխա ունեցող եւ աշխատանք չունեցող ընտանիքներին կտրվի 26 500 դրամ՝ ամեն երեխայի համար

Կառավարությունն իր այսօրվա՝ ապրիլի 2-ի նիստում հաստատեց կորոնավիրուսի տնտեսական հետեւանքների չեզոքացման իններորդ միջոցառումը:

Հարցը ներկայացրեց Աշխատանքի եւ սոցիալական հարցերի նախարար Զարուհի Բաթոյանը, ով նշեց, որ այս միջոցառման նպատակն է օժանդակել կորոնավիրուսի տարածման հետեւանքով առաջացած դժվարությունների արդյունքում սոցիալական խնդիրների առջեւ կանգնած մինչեւ 18 տարեկան երեխաներ ունեցող ընտանիքներին:

Միջոցառման շահառու են հանդիսանում բոլոր այն ընտանիքները, որոնք ունեն մինչեւ 18 տարեկան երեխա եւ առկա է հետեւյալ հանգամանքներից որեւէ մեկը.

-              երեխայի ծնողները չեն ունեցել գրանցված աշխատանք 2020թ. մարտի 12-ի դրությամբ եւ չեն ընդունվել ժամանակավոր կամ մշտական գրանցված աշխատանքի 2020թ. մարտի 12-ից մինչեւ 2020թ. մարտի 31-ն ընկած ժամանակահատվածում.

-              երեխայի ծնողները չեն ունեցել գրանցված աշխատանք 2020թ. մարտի 12-ի դրությամբ եւ նրանցից մեկը չի ընդունվել ժամանակավոր կամ մշտական գրանցված աշխատանքի 2020թ. մարտի 12-ից մինչեւ 2020թ. մարտի 31-ն ընկած ժամանակահատվածում.

-              երեխայի ընտանիքը  2020թ. մարտի 12-ի դրությամբ հաշվառված չի եղել  ընտանիքների անապահովության գնահատման համակարգում կամ ընտանիքի անապահովության միավորը ցածր է 28.01-ից.

-              երեխայի միայնակ ծնողը չի ունեցել գրանցված աշխատանք 2020թ. մարտի 12-ի դրությամբ եւ չի ընդունվել ժամանակավոր կամ մշտական գրանցված աշխատանքի 2020թ. մարտի 12-ից մինչեւ 2020թ. մարտի 31-ն ընկած ժամանակահատվածում.

-              երեխայի ծնողները կամ ծնողներից  մեկը 2020թ. մարտի 31-ի դրությամբ չի հանդիսացել անհատ ձեռնարկատեր, ում գործունեությունը նույն ամսաթվի դրությամբ ՀՀ օրենսդրությամբ սահմանված կարգով դադարեցված չի եղել:

Աջակցությունը տրամադրվում է միանվագ դրամական վճարի ձեւով՝ յուրաքանչյուր  երեխայի համար 26 500 ՀՀ դրամ գումարի չափով:

Աջակցությունը տրամադրվում է ծնողներից մեկի կողմից online.ssa.am կայքին սահմանված կարգով էլեկտրոնային եղանակով ներկայացրած դիմումի հիման վրա:

Սույն միջոցառման շրջանակներում աջակցություն ստացած ընտանիքների  տվյալները հրապարակվում են Աշխատանքի եւ սոցիալական հարցերի նախարարության պաշտոնական կայքում:

Սույն միջոցառման իմաստով ընտանիքը կարող է հանդիսանալ շահառու, եթե մինչեւ 18 տարեկան երեխաները (կամ միակ երեխան) եւ նրա ծնողները (կամ միայնակ ծնողը) մշտապես բնակվում են Հայաստանում եւ 2020թ մարտի 12-ից մինչեւ մարտի 31-ն ընկած ժամանակահատվածում առնվազն մեկ ծնողը եւ երեխաները գնտվել են Հայաստանում:

Սույն միջոցառման իմաստով ընտանիքը չի կարող հանդիսանալ շահառու, եթե երեխայի ծնողները կամ ծնողներից մեկը 2020թ. հունվարի 1-ից մինչեւ 2020թ. մարտի 1-ն ընկած ժամանակահատվածում ունեցել է գրանցված հիմնական կամ ժամանակավոր աշխատանք եւ այդ ժամանակահատվածում ծնողների միջին ամսական աշխատավարձի հանրագումարի, կամ ծնողներից մեկի միջին ամսական աշխատավարձի չափը գերազանցել է 500 000 ՀՀ դրամը:

Անկախ սույն հավելվածի 2-րդ կետով սահմանված նույնականացման կանոններից, սույն միջոցառման շահառու են հանդիսանում նաեւ բոլոր այն ծնողները կամ  ընտանիքները, որոնք հանդիսանում են ՀՀ կառավարության 2020 թվականի մարտի 26-ի թիվ 358 Լ եւ մարտի 30-ի թիվ 410 Լ, 411 Լ, 412 Լ որոշումներով հաստատված միջոցառումներից մեկի շահառու, սակայն սույն միջոցառմամբ սահմանված կարգով ՝ յուրաքանչյուր  երեխայի համար 26 500 ՀՀ դրամ գումարի չափով աջակցություն ստանալու հաշվարկի դեպքում ստացվում էավելի մեծ գումար:

Այս դեպքում, շահառուն իրավունք ունի հրաժարվել վերոնշյալ որոշումներով հաստատված միջոցառման աջակցությունից եւ դիմել սույն միջոցառմամբ սահմանված չափով աջակցության համար:
