SOCIETYՍերժ Սարգսյանը ս.թ. ապրիլի 16-ին կմասնակցի ՀՀ ԱԺ հատուկ հանձնաժողովի լսումներին
ՀՀ երրորդ նախագահի գրասենյակի կողմից այսօր պաշտոնական գրություն է ուղարկվել ՀՀ ԱԺ պաշտպանության և անվտանգության հարցերի մշտական հանձնաժողովի նախագահ Անդրանիկ Քոչարյանին` ի պատասխան ս.թ. ապրիլի 6-ին նրա կողմից ՀՀ երրորդ նախագահ Սերժ Սարգսյանին հղված գրության: Գրասենյակի պատասխանատուի ստորագրությամբ ուղարկված գրության մեջ նշվել է, որ չնայած ՀՀ երրորդ նախագահը որևէ օրենքով չի կրում պարտականություն հանձնաժողովի լսումներին ներկայանալու, այդ թվում` «Ազգային ժողովի կանոնակարգ» ՀՀ սահմանադրական օրենքով, այդուհանդերձ, նախագահ Սերժ Սարգսյանը ո՛չ հանձնաժողովում և ո՛չ էլ որևէ այլ ձևաչափով խնդիր չունի մանրամասներ ներկայացնելու Ադրբեջանի կողմից 2016թ. սանձազերծված ապրիլյան ռազմական ագրեսիայի մասին, առավել ևս, որ ռազմական լայնածավալ այդ գործողությունների վերաբերյալ մինչ այժմ Սերժ Սարգսյանի կողմից հրապարակային բազմաթիվ անդրադարձներ են եղել` ելույթներ, հարցազրույցներ, նախագահի մասնակցությամբ անցկացված խորհրդակցություններ, հանդիպումներ, նիստեր, որոնցում բավականին հանգամանալից անդրադարձ է կատարվել այդ իրադարձություններին:
Պաշտոնական պատասխանում միաժամանակ ընդգծվել է, որ ՀՀ Սահմանադրության 6-րդ հոդվածի 1-ին մասի համաձայն՝ պետական և տեղական ինքնակառավարման մարմիններն ու պաշտոնատար անձինք իրավասու են կատարելու միայն այնպիսի գործողություններ, որոնց համար լիազորված են Սահմանադրությամբ կամ օրենքներով, մինչդեռ Անդրանիկ Քոչարյանի` 06.04.2020 թվականի վերոհիշյալ գրությամբ ՀՀ երրորդ նախագահ Սերժ Սարգսյանին ուղարկված հրավերը մերժելու դեպքում գրավոր հիմնավորումներ ներկայացնելու խնդրանքը չի բխում Սահմանադրությամբ և օրենքներով հանձնաժողովին վերապահված լիազորությունների շրջանակից, ուստի առաջարկվել է հիշյալ պաշտոնատար անձին` այսուհետ գործել բացառապես իր լիազորությունների սահմաններում:
ՀՀ երրորդ նախագահի գրասենյակը նաև խնդրել է պարզաբանել` արդյո՞ք հանձնաժողովի փակ նիստը ձայնագրվում, սղագրվում և պատշաճ կարգով արխիվացվում է, թե՞ ոչ և տեղեկացրել է, որ նախագահ Սարգսյանը նպատակահարմար է գտնում 2016թ. ապրիլին ծավալված ռազմական գործողությունների հանգամանքները ուսումնասիրելու նպատակով ստեղծված հատուկ քննիչ հանձնաժողով այցելել ՀՀ կառավարության որոշմամբ Հայաստանի Հանրապետության ամբողջ տարածքում հայտարարված արտակարգ դրության ժամկետի ավարտից հետո` պայմանով, որ ձայնագրության մեկ օրինակը նիստից հետո տրամադրվելու է ՀՀ երրորդ նախագահին, եթե նիստի ընթացակարգով ձայնագրություն նախատեսված է, հակառակ դեպքում` տալ ձայնագրման հնարավորություն:
«Թեև տարակուսելի է, որ համավարակի հետևանքով ստեղծված իրավիճակում ԱԺ հանձնաժողովը որոշել է նիստ անցկացնել, այնուամենայնիվ, ՀՀ կառավարության կողմից արտակարգ դրության ժամկետի երկարաձգման որոշում կայացնելու դեպքում անգամ ՀՀ երրորդ նախագահը պատրաստ է ս.թ. ապրիլի 16-ին, ժամը 14:00-ին այցելել հանձնաժողով»,-ասված է ՀՀ երրորդ նախագահի գրասենյակի պատասխանում:
