Պաշտոնյային պետք է վարժեցնել ժուժկալ կյանքի
ANALYSISՀՀ ԱԺ 700 աշխատակիցների և պատգամավորների 2-րդ եռամսյակի պարգևատրման ֆոնդն ամբողջությամբ փոխանցվում է՝ COVID-19-ի կանխարգելման և հաղթահարման գանձապետական հաշվեհամարին: Այս մասին Ֆեյսբուքի էջում գրում է ԱԺ փոխնախագահ Լենա Նազարյանը։ Ավելի վաղ, Արարատ Միրզոյանի նախաձեռնությամբ և պատգամավորների համաձայնությամբ՝ նույն հաշվեհամարին էր փոխանցվել պատգամավորների մարտ ամսվա պարգևատրումների ֆոնդը:
Ողջունելի է, որ ոչ ոք չի բողոքում պարգևավճարից զրկվելու համար։ Արդյո՞ք սա նշանակում է, որ պարգևավճարից զրկվելը նշված ծառայողներին չի մտահոգում։ Կամ արդյո՞ք կարելի է ենթադրել, որ եթե պատգամավորի պարգևավճարն ընդհանրապես կտրեն, նա ոչ պակաս ոգևորությամբ և արդյունավետությամբ կաշխատի։
Հակաճգնաժամային իրավիճակում մարդասիրական այս ցույցը կարող է խթան հանդիսանալ, որպեսզի քննադատության թիրախում հայտնված պարգևավճարների թեման ողջամիտ ըմբռնման արժանանա իշխանությունների կողմից, և պաշտոնյաների վարձատրության կարգում համապատասխան փոփոխություններ կատարվեն։ Օրինակ՝ կարելի է վերացնել պարգևավճարը և օրենքով բարձրացնել պաշտոնյաների աշխատավարձերը, որից նաև կգանձվեն համապատասխան հարկեր։ Կարելի է պաշտոնյաներին ներգրավել տարբեր դրամաշնորհային ծրագրերում, և այդտեղից վճարել նրանց կատարած հասարակական կամ գիտական աշխատանքի համար։ Կարելի է ներմուծել խրախուսական ժամանակակից գործիքներ, որոնք կառաջացնեն պարգևավճարին համարժեք ոգևորություն և կխթանեն մարդկանց աշխատանքը։ Եվ ամենակարևորը՝ պաշտոնյային պետք է վարժեցնել ժուժկալ կյանքի, որպեսզի նրա աչքը չմնա փողին։
Կանխատեսվում է, որ պանդեմիայի հետևանքով սոցիալական վատ վիճակում է հայտնվելու ժողովրդի մեծ մասը։ Աղքատների թիվն է շատանալու։ Եվ առաջիկայում հարկատուների միջոցները պարգևավճարի տեսքով պաշտոնյային նվիրաբերելն արդարացում չի գտնելու։ Միայն այն, որ իշխանավորը պարգևատրում է ստանում, գրգռելու է աշխատանքը, գործը կորցրած, վարկերի տակ ճկռած, պարտքեր կուտակած, թոշակով ու նպաստող ապրող 100 հազարավոր մարդկանց։ Եվ, նույնիսկ, եթե այդ ժամանակ պարգևավճարները սոցիալական հիմնադրամներին փոխանցվեն, ապա այդօրինակ ցույցերը նույնպես կարող են հասարակական զայրույթ առաջացնել։
Ուստի իշխանություններն այսօր ժամանակ ունեն հիմնավորապես հրաժարվելու պարգևավճար կոչվող հակաժողովրդավարական, հակաքաղաքակրթական երևույթից, որն, ինչպես ցույց տվեց վերը նշված զանգվածային պարգևազրկումը, խիստ կենսական անհրաժեշտություն չի։ Այդպիսով՝ պաշտոնյաները, հնարավոր է, կազատվեն պարգևավճարային՝ փողային կախվածությունից, և ինչպես բնորոշ է ազատ անհատին՝ կդառնան նախաձեռնող, կնվիրվեն ազգային, սոցիալական իդեալներին։
