«Պրոֆեսիոնալ կադրերի բացակայություն, դանդաղ որոշումներ». Հայաստանը խճճվել է կորոնավիրուսի սարդոստայնում
SOCIETYԿորոնավիրուսի տարածման ցուցանիշով Հայաստանը տարածաշրջանում երրորդ երկիրն է՝ Իրանից և Թուրքիայից հետո։ Այսինքն, Հայաստանում կորոնավիրուսով վարակված անձինք մեկ միլիոն բնակչության հաշվով տասնապատիկ ավելի են, քան հարևան Վրաստանում, Ռուսաստանում և անգամ Ադրբեջանում։
Արդեն իսկ ակնհայտ է, որ նույնիսկ թեստավորման փոքր թվի պարագայում մեր երկրի ցուցանիշները կորոնավիրուսի դեմ պայքարի ոլորտում, մեղմ ասած, լավը չեն։ Իսկ իրական պատկերը, որը կբացահայտվեր համընդհանուր թեստավորման կամ գոնե դրա քանակի բազմակի ավելացման պարագայում, կարող է շոկի հասցնել բոլորիս։
Իսկ ինչո՞ւ այսպես ստացվեց։ Ո՞վ թերացավ։ Ինչո՞ւ է Վրաստանը մեզանից այդքան ավելի լավ դիմակայում վարակին։ Սրանք հարցեր են, որոնք ամենից շատն են հնչում այս օրերին։ Իսկ պատասխանն ավելի քան ակնհայտ է։ Ստեղծված իրավիճակի պատճառը մի կողմից վարակի տարածման սկզբում իշխանության կողմից ցուցաբերվող անլուրջ մոտեցումն էր, մյուս կողմից՝ մեր առողջապահական համակարգում պրոֆեսիոնալների պակասը։
Համաշխարհային փորձը հուշում է, որ բոլոր այն երկրներում, որոնք հաջողություններ են գրանցել վիրուսի դեմ պայքարում, որոշում կայացնողները առողջապահության բնագավառի պրոֆեսիոնալներ են՝ գիտելիքների և փորձի ահռելի պաշարով։
Իսկ Հայաստանի առողջապահական և աշխատանքի տեսչական մարմնի ղեկավար է նշանակվել մի մարդ, որը մասնագիտությամբ մետալուրգ է և նույնիսկ մոտավոր պատկերացում չունի՝ ինչ է իրենից ներկայացնում առողջապահական համակարգն ու համաճարականաբանական վիճակը։ Նույն այդ անձի՝ Հակոբ Ավագյանի ապաշնորհ որոշումների պատճառով Երևանի տարածքային կենտրոնի մի ամբողջ անձնակազմ «շարքից դուրս եկավ» և մեկուսացվեց, որովհետև այդ մարդը չգիտի, որ չի կարելի օդանավակայանում հերթապահող աշխատակիցներին հերթափոխից հետո ստիպել, որ գան հիմնական աշխատավայր, և 30-ից ավելի աշխատակցի դարձրեց վարակակիր կամ կոնտակտավոր։
Այս մարդը չգիտի, թե ինչ հետևանքի կարող է հանգեցնել ռիսկային երկրների հետ սահմանները գեթ մեկ օր ուշ փակելը, չգիտի՝ ինչ է բժշկական պլանավորումը։ Չգիտի, որովհետև մասնագետ չէ։
Հայաստանն այսօր խճճվել է վարակի սարդոստայնում, առողջապահական համակարգում պրոֆեսիոնալ կադրերի բացակայության և դանդաղ ու արդեն արդյունավետությունը կորցրած որոշումների հետևանքով։
Իսկ եթե համակարգը ղեկավարեին ոլորտի գիտակ մարդիկ, վստահաբար նման խնդիրների առաջ չէր կանգնի պետությունը, իսկ ճգնաժամն ավելի արագ ու անցնցում հաղթահարելու շանսերը տասնապատիկ ավելի կլինեին։
