«Ազգային օրակարգ» կուսակցության խորհրդի անցկացրած տեսակոնֆերանսում բանախոսները քննարկեցին հարկային քաղաքականության ճգնաժամն ու դրան հարակից այլ հարցեր: Տեսակոնֆերանսի մասնակից, էկոնոմիկայի նախկին նախարար Արծվիկ Մինասյանն անդրադարձավ արտակարգ դրությամբ պայմանավորված տնտեսական սահմանափակումների բացասական կողմերին:
Նրա պնդմամբ՝ կառավարությունն աշխատում է բոլոր հարցերին բանաձևային լուծումներ տալ, այնինչ կան ոլորտներ, որոնք ֆորսմաժորային իրավիճակում անհատական որոշումներ ու մոտեցումներ են պահանջում:
«Հետկորոնավիրուսյան շրջանում ծառայությունների ոլորտը շատ երկար ժամանակ է պահանջելու վերականգնվելու համար: Օրինակ՝ հենց այս ոլորտի վերաբերյալ ոչ ստանդարտ և ոչ բանաձևային որոշումներ են հարկավոր: Լավ օրինակ է հարկային արձակուրդը, որը միանշանակ ընկալելի, ընդունելի և կիրառելի է՝ նաև միջազգային փորձառությունը հաշվի առնելով»,- նշեց Մինասյանը:
Ամեն օր տնտեսությանը սպառնացող նոր հրամայականների այս իրավիճակում, Մինասյանի խոսքով, ժամանակն է ավելի շատ շեշտադրել տնտեսվարողի կողմից սանիտարահամաճարակային կանոնների պահպանումը, քան կտրուկ ու կացնային եղանակով նրանց գործունեությունները դադարեցնելը:
«Չի՛ կարելի ուրագով սղոցի գործ անել, և հակառակը: Առանց այն էլ կառավարությունն ի սկզբանե ուշացավ կանխարգելման քայլեր ձեռնարկելիս»,- ընդգծեց էկոնոմիկայի նախկին նախարարը:
Հավելելով Մինասյանի խոսքը՝ «Ազգային օրակարգ» կուսակցության խորհրդի անդամ Ավետիք Չալաբյանն էլ նշեց, որ տնտեսական գործունեության համատարած դադարեցումը հասկանալի էր միայն արտակարգ դրության առաջին երկու շաբաթվա ընթացքում, երբ վարակի տարածման մեխանիզմը դեռ պարզ չէր:
«Տնտեսական գործունեության սահմանափակումները պետք է իրականացվեն թիրախավորված, քիչ-քիչ պետք է ազատվենք սահմանափակումներից: Զուգահեռ տնտեսվարողներին պետք է պարտադրել, որ գործունեությունը դադարեցնելու փոխարեն՝ իրենք սանիտարահիգենիկ խիստ պայմաններում աշխատեն, դա հնարավոր է: Հենց հիմա կան այդ ռեժիմով աշխատող տնտեսություններ»,- եզրափակեց Ավետիքյանը:
