Կառավարության օպտիլամացումից հետո աշխատակիցների քանակը գրեթե չի փոխվել. ի՞նչ եղան «շարիկ գլորողները»
POLITICS«Իրատես» թերթը գրում է. «Կառավարության օպտիմալացման ծրագիրը, որով նախատեսվում էր շեշտակի փոփոխության ենթարկել գործադիրի կազմն ու հնարավորինս սեղմել նախարարության աշխատակիցների թիվը, որպես այդպիսին, չի իրականացվել։
Բացի նախարարական ու փոխնախարարական պորտֆելների կրճատումն ու մի քանի վարչությունների միաձուլումը, նախարարությունների կազմում էական այլ փոփոխություններ չեն եղել։ Իսկ կրճատվել կամ միավորվել են այն վարչություններն ու բաժինները, որոնք կրկնվող գործառույթ էին իրականացնում՝ հաշվապահական, իրավաբանական, հանրային կապեր եւ այլ վարչությունները։
Կառավարությանը մոտ կանգնած «Իրատեսի» աղբյուրն ասաց, որ իշխանությունները, ըստ երեւույթին, հասկացել են, որ միանգամից մեծ քանակով աշխատակիցների կրճատումը սոցիալական դժգոհության մեծ ալիք կարող էր բարձրացնել, այդ իսկ պատճառով նախապես որդեգրած քաղաքականությունից հետ են կանգնել: «Եթե համադրենք 2018-ի եւ 2020-ի տվյալները, որ վերաբերում են նախարարությունների աշխատակիցների քանակին, ապա կտեսնենք՝ տարբերությունն աննշան է։ Սա իհարկե դրական է, քանի որ աշխատանքից զրկվող մարդիկ լուրջ խնդիրների առաջ էին կանգնելու։
Ճիշտ է՝ պետական աշխատանքն առանձնապես մեծ գումար չի ենթադրում, բայց գոնե մինիմալ ծախսերը հոգալ հնարավոր է։ Վատն այն է, որ միավորված երկու վարչության ղեկավարը ստանում է նույն աշխատավարձը, ինչ նախկինում մեկ վարչություն ղեկավարելու դեպքում էր ստանում։ Այսինքն՝ պատասխանատվությունն ու աշխատանքի ծավալը մեծացել են, աշխատավարձը՝ նույնը մնացել»,- ասաց մեր զրուցակիցը։
«Իսկ ի՞նչ եղան «շարիկ գլորողները», որոնց մասին անգամ վարչապետ Փաշինյանն էր խոսում: Աշխատանքի ժամին խաղեր խաղացողներ էլ չկա՞ն»,- հարցրինք: Ի պատասխան մեր զրուցակիցը նշեց, որ գուցե եւ կլինեն, ուղղակի իշխանությունն այս հարցում նույնպես հասկացավ՝ իրենց մեջ էլ քիչ չեն «շարիկ գլորողները», եւ «հանգիստ նստեց տեղը»:
