Ոստիկանությունում ծառայությունը պետք է դարձնել գրավիչ. քննարկում Կառավարությունում
POLITICSՎարչապետ Նիկոլ Փաշինյանի գլխավորությամբ տեղի է ունեցել խորհրդակցություն, որի ընթացքում քննարկվել են Ոստիկանության բարեփոխումների ռազմավարության նախագիծը:
Կառավարության լրատվական ծառայությունից հայտնում են, որ վարչապետին մանրամասն ներկայացվել են բարեփոխումների շրջանակում 2020-2022 թվականներին նախատեսվող գործողությունները: Բարեփոխումների առանցքում են լինելու Ներքին գործերի նախարարության ու պարեկային ծառայության ստեղծումը: Ռազմավարությամբ առաջարկվում է բարեփոխումների հետևյալ առաջնահերթ ուղղությունները. ոստիկանության համակարգում կառուցվածքային փոփոխություններ և գործառույթների հստակեցում, պարեկային ծառայություն և օպերատիվ կառավարման կենտրոնի ստեղծում, նախաքննության արդյունավետության բարձրացում, հասարակական կարգի պահպանություն, համայնքային ոստիկանության վերաիմաստավորում, ոստիկանությունում ծառայության գրավչություն, կադրերի պատրաստում և մասնագիտական զարգացում, մարդու իրավունքների պաշտպանության բարելավում, թափանցիկության և հանրային հաշվետվողականության ապահովում:
Ըստ այդմ, անդրադարձ է կատարվել վերը նշված առաջնահերթությունների իրականացման ուղղությամբ նախատեվսող աշխատանքներին ու միջոցառումներին, գործողությունների հերթականությանը:
Վարչապետ Փաշինյանը կարևորել է ոստիկանության համակարգում բարեփոխումների իրականացումն ու ոստիկանության ծառայողի նոր կերպարի ձևավորումը: «Ոստիկանությունում ծառայությունը պետք է դարձնել գրավիչ և համակարգն ապահովել բարձր պրոֆեսիոնալիզմ ունեցող կադրերով»,- ասել է կառավարության ղեկավարը՝ ընդգծելով նաև սոցիալական երաշխիքների ապահովման անհրաժեշտությունը: Անդրադառնալով ճանապարհային երթևեկության հսկողությանը՝ Նիկոլ Փաշինյանը շեշտել է, որ քաղաքականությունը պետք է լինի ոչ թե քաղաքացիներին տուգանելը՝ այլ կանոնների խախտման կանխարգելման ուղղությամբ միջոցառումների իրականացումը: «Մեր այս ծրագիրը մեծ կարևորություն ունի, և ես ոչ մի խոչընդոտ չեմ տեսնում, որ այն իրականացնենք նախանշված ժամկետներում»,- նշել է վարչապետը և պատասխանատուներին տվել ռազամավարությունն իրականացնելու հետ կապված կոնկրետ հանձնարարականներ:
Ռազմավարությամբ նախատեսվում է, որ պարեկային ծառայությունն սկսելու է գործել արդեն 2021 թվականի առաջին եռամսյակում:
