Իրավապաշտպան Արսեն Բաբայանը ֆեյսբուքյան իր էջում գրառում է կատարել՝ անդրադառնալով այն հանգամանքին, որ նախարարներն ու բարձրաստիճան պաշտոնյաները թոշակառուից մի քանի անգամ բարձր աշխատավարձ են ստանում:

Գրառումն ամբողջությամբ ներկայացնում ենք ստորև.

«Հայաստանում այսօր պաշտոնական վիճակագրության համաձայն ավելի քան մեկ միլիոն մարդ աղքատ է ու այդ մարդիկ ամեն օր լուրի են սպասում, թե ինչ կանի, այսպես կոչված՝ քաղաքական էլիտան՝ իրենց հուսահատության ճիրաններից ազատելու համար։

Եվ ահա շուրջ երկու տարի է, որ նրանք ստացել են «բարի լուրը», որ քաղաքական էլիտան բարձրացրել է իր աշխատավարձը։

Խնդրում եմ չհորդորեք ինձ, որ չհարցնեմ՝ թե այդ ինչպե՞ս է, որ նախարարը թոշակառուից մի քանի անգամ բարձր աշխատավարձ է ստանում։ Այդ հարցիս կպատասխանեք՝ թե իբր այն պատճառով, որովհետեւ նախարարի աշխատանքի որակից է կախված, թե թոշակառուի թոշակը կավելանա՞ թե չի ավելանա, եւ կավելանա ինչքան։

Չէ՞ որ բոլորս արդեն գիտենք, որ նախարարների եւ այլ բարձրաստիճան պետական պաշտոնյաների աշխատավարձները բարձրացել է 500.000-ից մեկ միլիոն դրամով, իսկ թոշակառուների թոշակը՝ 3000 դրամով։ Նվազագույն աշխատավարձը՝ 13.000 դրամով։

Հարգելի քաղաքական իշխանություն, ի՞նչ է սա, եթե ոչ ցինիզմ՝ աղքատության, արտագաղթի ու հուսահատության ֆոնին։ Սա ոչ այլ ինչ է, քան ցինիզմ, եւ սա ասում եմ հատուկ նրանց համար, ովքեր փորձում են կամ կփորձեն իմ դիրքորոշումը որակել որպես պոպուլիստական։

Սարսափելին նրանում է, որ ձեր աշխատավարձների հսկայածավալ աելացումները գաղտնի էիք պահում, մինչեւ այն պահը, երբ տեղեկությունը հայտնվեց մամուլում։

Եթե ես վաղը փողոցում հանդիպեմ 30 տարվա ստաժ ունեցող իմ ուսուցչին եւ նա հարցնի, թե ինչու իրենց թոշակն այնքան չեն վճարում, որ գոնե հաց ու ջրին հերիքի, իսկ կառավարությունն իշխանավորների աշխատավարձը կրկնապատկելուն (անգամ եռապատկելուն) կողմ է եւ արդեն կրկնապատկել ու եռապատկել է, ես չեմ կարողանա պատասխանել այդ հարցին։ Սարսափելին այն է, որ Դուք էլ չեք կարողանալու պատասխանել։ Բայց պատասխանն իրականում բոլորին է հայտնի եւ այդ հարցն էլ հռետորական է հնչելու։

Իմ պատասխան չունենալը դեռ կարելի է հասկանալ։ Ինձ որեւէ մեկը չի էլ մեղադրի պատասխան չունենալու համար։ Իսկ դուք պատկերացնո՞ւմ եք, թե ինչ վիճակում կհայտնվեք, եթե հենց դուք հանդիպեք 30 տարվա ստաժ ունեցող ձեր ուսուցչին։ Նա ձեզ ասելու է՝ «ես այնքան ուրախ էի, այնքան երջանիկ էի, որ դուք եկաք իշխանության։ Աստված բերեց ձեզ։ Բայց վիրավորված եմ»։ Դուք կհարցնեք, թե ինչու՞, իսկ նրանք ձեզ կասեն՝ «Նախարարների աշխատավարձները ավելացրեցիք միլիոններով, իսկ մեր թոշակները 3000 դրամով»։
