ԱՍՀ նախարարության աշխատակիցներին 20 ամսում 1 մլն դոլարից ավելի պարգեւավճար է տրվել
SOCIETY2018թ․ մայիսից մինչեւ 2019թ․ վերջ ՀՀ աշխատանքի և սոցիալական հարցերի նախարարության աշխատակիցներին տրվել է 1 մլն դոլարից ավելի պարգեւավճար։
Ըստ ստացված գրավոր պատասխանի՝ «նշված շրջանում ՀՀ ԱՍՀ նախարարության աշխատակազմի մասով նշված շրջանում պարգևավճարները տրվել են 3 հոդվածներով, ըստ այդմ՝ «Աշխատողների աշխատավարձեր և հավելավճարներ» հոդվածով՝ 210.931.1 հազար դրամ, «Պարգևատրումներ, դրամական խրախուսումներ և հատուկ վճարներ» հոդվածով՝ 210.715.7 հազար դրամ, «Քաղաքացիական, դատական և պետական այլ ծառայողների պարգևատրում» հոդվածով՝ 64.925.0 հազար դրամ»։
Ներկայացված տվյալները չեն ներառում Զբաղվածության գործակալության և ԲՍՓ գործակալության տվյալները։
Հանրագումարում, փաստորեն, շուրջ 20 ամսում նախարարության աշխատակիցներին 3 հոդվածներով վճարվել է 486.571.800 ՀՀ դրամ (շուրջ $ 1.018.000):
Կայքը գրում է, որ ՀՀ վարչապետի 2018 թ. հունիսի 11-ի որոշմամբ՝ ՀՀ աշխատանքի և սոցիալական հարցերի նախարարության աշխատողների առավելագույն թիվը 700 է:
«Նախարարությունը կից տրամադրել է ՔԾ ղեկավար պաշտոններ զբաղեցնող քաղաքացիական ծառայողների՝ 2019 թ. ապրիլ-սեպտեմբեր ամիսների պարգևավճարների վերաբերյալ տեղեկանք, ըստ որի՝ մայիս ամսին նախարարության գլխավոր քարտուղարի տեղակալն ստացել է 402,793.00 դրամ աշխատավարձ և 370,569.00 դրամ պարգևավճար, Աշխատանքի և զբաղվածության վարչության պետը՝ 331,361.00 դրամ աշխատավարձ և 304,852.00 դրամ պարգևավճար, Սոցիալական աջակցության վարչության պետը՝ 353,618.00 դրամ աշխատավարձ և 304,111.00 դրամ պարգևավճար, Վերլուծության և մոնիթորինգի վարչության պետը՝ 365,093.00 դրամ աշխատավարձ և 365,093.00 դրամ պարգևավճար, Ֆինանսատնտեսագիտական և հաշվապահական հաշվառման վարչության պետը՝ 363,770.00 դրամ աշխատավարձ և 310,858.00 դրամ պարգևավճար, Հաշմանդամների և տարեցների հիմնահարցերի վարչության պետը՝ 377,659.00 դրամ աշխատավարձ և 354,999.00 դրամ պարգևավճար, Ընտանիքի, կանանց և երեխաների հիմնահարցերի վարչության պետը՝ 342,605.00 դրամ աշխատավարձ և 274,084.00 դրամ պարգևավճար, Կենսաթոշակային ապահովության վարչության պետը՝ 365,093.00 դրամ աշխատավարձ և 365,093.00 դրամ պարգևավճար, Քարտուղարության պետը՝ 365,093.00 դրամ աշխատավարձ և 365,093.00 դրամ պարգևավճար, Միջազգային համագործակցության և զարգացման ծրագրերի վարչության պետը՝ 353,849.00 դրամ աշխատավարձ և 339,695.00 դրամ պարգևավճար։
Հանրագումարում՝ մայիս ամսին նշված պաշտոնյաներին տրվել է 3,620,934.00 դրամ աշխատավարձ և 3,354,447.00 դրամ պարգևավճար, իսկ ապրիլ-սեպտեմբերի համար այդ նույն թվերը կազմում են 17,497,723.00 դրամ աշխատավարձ և 16,070,069.00 դրամ պարգևավճար»։
«Ստացվում է, որ առնվազն ղեկավար պաշտոններ զբաղեցնող քաղծառայողները յուրաքանչյուր ամիս ստանում են գրեթե աշխատավարձի չափով պարգևավճար, իսկ որոշ պաշտոնյաների դեպքերում, ինչպես տեսանք վերևում, տվյալ ամսվա աշխատավարձը և ստացված պարգևավճարը բացարձակ թվով համընկնում են»։
Կայքը հանգել է եզրակացության, որ նախարարության ղեկավար պաշտոնյաների պարգևավճարները հատկացվում են անկախ նրանց նվաճումներից, գրանցած բարձր արդյունքներից, պետությանը կամ հասարակությանը տված օգուտի չափից և այլն։
«Այսինքն՝ պարգևավճարները, միևնույն է, տրվում են բոլոր դեպքերում և ոչ այլ ինչ են, քան աշխատավարձի մաս, և արդո՞ք ազնիվ չէր լինի ասել, որ տվյալ պաշտոնյաների աշխատավարձը ոչ թե, օրինակ 402,793.00 դրամ է, այլ՝ 773,362.00 դրամ և այսպես՝ բոլորի պարագայում։
Պետք է փաստել՝ այս նույն «արդարության» կամ «յուրաքանչյուր ամիս աշխատավարձին գրեթե հավասարաչափ պարգևավճար ստանալու» սկզբունքը, բնականաբար, չի կիրառվում նախարարության առավել ցածր օղակների (ոչ ղեկավար պաշտոններ զբաղեցնող) աշխատակիցների հանդեպ։ Այնինչ, շատ դեպքերում և չգրված օրենքի համաձայն՝ աշխատանքի հիմնական ծանրությունն ընկած է լինում սովորական աշխատակցի վրա, իսկ ղեկավարներն ու պետերն այս դեպքերում «կնիք դնողներ» են», գրել է Yerkir.am-ը։
